Student detained at airport for having Arabic flashcards settles suit

A former college student detained for hours at Philadelphia International Airport because he was carrying Arabic flashcards has settled his lawsuit against the US government, according to court papers the American Civil Liberties Union unveiled Friday.

The $25,000 settlement (PDF)—dated Wednesday—ends five years of litigation that commenced after Nicholas George was detained for having Arabic-English flashcards with words like "terrorist" and bomb." He was 21 at the time and on his way to California, where he was a senior at Pomona College majoring in physics and Middle Eastern studies.

"At the metal detector at airport security, Transportation Security Administration agents asked me to empty my pockets. I took the set of flashcards from my pocket and handed them to the officers. After I cleared the metal detector, they asked me to step aside for additional screening," he wrote in a blog post Friday. "One of them started rifling through the cards, and another took the book out of my carry-on. The minutes ticked by, and I got more confused about why I was being detained and more concerned that I would miss my flight. One of them called a supervisor."

Disney Turned Down George Lucas's Star Wars Scripts

ageoffri writes: When Star Wars fans learned that George Lucas was making the prequels, most were filled with excitement and anticipation. When Episodes 1-3 were actually released, many found them unsatisfying, and became disillusioned with Lucas's writing. Now, it appears Disney felt the same way. Though they bought Lucasfilm and began production on Episode 7, they weren't interested in using the scripts Lucas had already worked on. In an interview, he said, "The ones that I sold to Disney, they came up to the decision that they didn't really want to do those. So they made up their own. So it's not the ones that I originally wrote [on screen in Star Wars: The Force Awakens]." After what happened with the prequels, that may be for the best — but others may worry about Episode 7's plot being entirely in the hands of Disney and JJ Abrams.

Winklevoss twins look to legitimize Bitcoin with a regulated US exchange

Tyler and Cameron Winklevoss think they have the answer to Bitcoin's rocky 2014 and tumbling value: a "fully regulated" Bitcoin exchange based in the United States. If Bitcoin is to break through as the frictionless payment method many believe it can be, it must evolve into "an ecosystem that is free of hacking, fraud and security breaches," wrote Cameron Winklevoss in a blog post announcing the Gemini exchange.

Obviously the cryptocurrency isn't there yet, and the brothers — who waged a high-profile legal tussle with Facebook's Mark Zuckerberg — claim the risks associated with Bitcoin right now are crippling its potential. "A growing number of US investors, traders, financial institutions and businesses wanted to get involved with bitcoin directly, but had no options other than to trade overseas or sit on the sidelines."


Gemini says it'll have top-notch security and FDIC insurance

So what's the answer? Gemini claims to have assembled "the nation’s top security experts, technologists, and financial engineers to build a world-class exchange from the ground up with a security-first mentality." So far, that's a team of 14 people (including Tyler and Cameron), with 11 of those spots filled by engineers. Gemini has also picked up the backing of a New York-based bank, though the twins aren't getting more specific than that. "This means that your money will never leave the country," said Winklevoss. And US currency on Gemini will qualify for FDIC insurance, a measure that should have investors confident that funds will be "as safe and secure as they are in your bank account today."

Apparently seeing the total collapse of Mt. Gox and troubles experienced by other exchanges hasn't discouraged the Winklevoss brothers. "The A Team wasn’t there,” Tyler Winklevoss told The New York Times. "There was a problem here and it needs to be solved.” Gemini will be ready to try its hand at fixing that problem as soon as the exchange gains regulatory approval from Benjamin M. Lawsky, the superintendent of New York's Department of Financial Services; a test model of the exchange is already up and running, according to the Times. There's good reason for the Winklevoss brothers to pick up Bitcoin's reputation; they reportedly invested nearly $11 million in the currency back in 2012. For a while, that seemed like a good bet, but now the Winklevoss twins clearly see a need to bring some sense of order in the world of Bitcoin.

By now we are as well versed in Game Of Thrones beer as some are in the fantasy series itself, with Brewery Ommegang continuing to release new editions of tie-in beverages at a rate that has surely left George R.R. Martin jealous, wondering why he can’t just write beers instead of books. So for this fourth chapter of the “A.V. Club Drinks Game Of Thrones Beer” saga—following our previous encounters with Iron Throne Blonde Ale, Take The Black Stout, and Fire And Blood Red Ale—we thought we’d change it up by pitting the new Valar Morghulis Dubbel Ale against Iron Maiden’s Trooper Ale, to see which of these beers was more “metal.” It would be a contest whose rules are confusing and seemingly arbitrary, much like the Game Of Thrones itself.

Jessica Chastain Comments On Barrage Of Abuse She Received After Her “Diversity In Movies” Speech

Welcome to the Internet, Ms. Chastain! Yes, it’s always like this. We’re sorry.

After giving a knockout speech on the important of diversity in the film industry after being honored as an MVP at the Critics Choice Awards last week, the Interstellar actress said she was surprised by the level of vitriol she faced for having the audacity to think maybe movies should hire more than just white dudes.

“I’ve had really terrible people who are racists comment on the speech and say really terrible things. I’m understanding that some people in this world, how much hate they can have,” she told the Associated Press, calling the reaction “strange.” That’s how you can tell she doesn’t spend a whole lot of time online, because at a certain point if you’re an opinionated woman with a progressive outlook on dismantling systematic oppression, you kind of get used to the haters. Sigh.

During her speech on Thursday, she invited other members of her industry to “stand together against homophobic, sexist, misogynistic, anti-Semitic and racist agendas.”

Many cited her words the next day when the Oscars nominations were announced with nary a black performer among them—but Chastain says that the problem, which she herself is a part of as an industry elite, amounts to something bigger than who wins what:

“Some people had taken my speech and then made it about awards—like SAG Awards or Oscars. That’s not what my speech was about.[...] To me awards are just a reflection. It’s just a symptom of the disease and the disease is in the industry. If we had more diversity in our films it would be reflected in diversity in the nominees.”

Hear that, trolls? She’s not going to stop talking about it until media representation and diversity changes for the better, so whine all you want about how white guys are just better at acting than other people, or whatever bullshit you use to justify your dumb opinions . We’ll all be over here railing against the machine without you.

Mockingjay Is 2014′s Top-Grossing Film; Female-Led Films Take Top Spot Two Years in a Row

On Wednesday night, The Hunger Games: Mockingjay — Part 1 hit $333.2 million at the domestic box office, making it the highest-grossing film of 2014—yep, even higher than Guardians of the Galaxy. I believe the film owes this honor partially to Natalie Dormer’s shaved head (sorry, Karen Gillan’s shaved head).

This is the second year in a row that a Hunger Games film has hit number one on the US box office chart, the first time in over a decade that a franchise has held the top spot consecutively. Plus, it did so without a the added costs of 3D or IMAX tickets (unlike Guardians, which I definitely saw multiple times in IMAX 3D). No film has managed the top spot without those added benefits since 2006.

Of course this also means that for two years in a row the top-grossing American film has been a female-led genre film. Perhaps this will convince studios to start putting more money into action franchises with kick-ass ladies, or even to up the number of female superhero movies we have coming out in the next few years. I’d love to see Mockingjay — Part Two nab the top spot again next year, but with competition from Star Wars and Ultron, it’s hard to say. But I thought Guardians had 2014 in the bag, and the power of Jennifer Lawrence’s archery skills proved me wrong there, so we can have hope. Three years in a row would be pretty revolutionary (and that’s right up Katniss’s alley).

James Gunn Addresses Guardians of the Galaxy‘s “Green Whore” Joke - No one talks to my friends like that.

During a live Q&A session held yesterday on James Gunn’s Facebook page, the director addressed a controversial Guardians of the Galaxy scene in which the lone female member of the A-hole gang is casually referred to as a “whore.”

In response to fan concerns, Gunn explained

I know some of you don’t like Drax calling Gamora a whore. But he heard people saying that to her in the Kyln. So don’t blame him, blame me… Because that’s what they called her in the Kyln and that’s what he thinks she is.

Listen, I absolutely understand where Gunn is coming from. The “green whore” reference wasn’t about Drax or the director editorializing, it was just honoring the given circumstances of the story. But regardless of whether or not the joke was justified logically within the world of the film, the “whore” line (along with another Kyln “joke” in which Rocket steals a prosthetic leg) alienated a lot of viewers very quickly, and not because as audience members we were too dense to understand that the comment was intended as a reflection of Drax’s literalness.

Just because the Destroyer is incapable of nuance doesn’t mean Gunn is, and it’s important as a director to consider your influence. Despite Guardians being the first-ever Marvel film to have a 40% female audience, young women still didn’t see themselves represented in Guardians merchandise the same way male fans did. Guardians was also released pre-Phase 3, when the idea of a female-led Marvel movie seemed increasingly unlikely. Considering that climate, “green whore” was just another reminder to female fans of women’s otherness and utter disposability, whether as punchlines or motivation for male protagonists. Gunn is right, the joke made sense in the context of the Guardians universe. But not in ours. Not yet.

I definitely recommend checking out the rest of the interview to see Gunn explain the emotional bond between his little band of losers, discuss Star-Lord’s potential fathers, and, of course, share tons of Groot gossip. To quote Gunn, “all those branches were hella hard to animate.”

Apple’s Sole Female Executive Makes More Than CEO Tim Cook

Angela Ahrendts is Apple’s only female executive, which isn’t an awesome statistic – but she’s making mad bank, way more than Apple CEO Tim Cook, and that kind of is.

Ahrendts joined Apple on May 1, and is currently the Senior Vice President of Retail and Online Stores. According to the US Securities and Exchange Commission, in the short time she’s been with Apple, Ahrendts earned $73.3 million dollars. Cook, on the other hand, took home $9.2 million in 2014.

Most of Ahrendts’ income (some $70 million) came from stock awards, but it still puts her a solid $64 million ahead of Cook; $59 million over CFO Luca Maestri; and $49 million over SVP Internet Software and Services Eddy Cue and SVP Operations Jeff Williams.

Women in tech face a difficult road. I’ve said it before:

In computing-related occupations, women hold only 26% of jobs. 17% of Google’s tech workers are female. 14% of computer science degrees at major universities go to women. 0.4% of female college freshmen say they want to major in computer science. And if you’re searching for women who aren’t white and aren’t straight, you’re going to have to look even harder. 

Given that, it’s nice to see that at least one woman in tech is trailblazing the way towards better treatment for women in STEM fields. And, I guess, this serves as a big reminder to get good stock options wherever you end up in your career.

Upon arriving at the Walmart in Florida’s Hillsborough County on Tuesday, the 62-year-old Daniels, who is black, grabbed his handgun from his car and slipped it into a hip holster underneath his coat. Watching this from inside the store was Michael Foster, a 43-year-old white man described by the Tampa Bay Times as “a well-intentioned vigilante.” As soon as Daniels walked into the store, Foster tackled him, shouting, “He’s got a gun!” Ignoring Daniels’ repeated yells of, “I have a permit!” Foster proceeded to put him into a chokehold. When sheriff’s deputies arrived on the scene, they confirmed that Daniels was indeed a concealed carry permit holder and Foster was arrested and charged with battery. Fortunately, no one was injured in the scuffle, which might explain why the incident was not widely covered and why the local coverage chalked it up to an honest misunderstanding. And maybe it was an honest misunderstanding. But Foster’s instinct to take matters into his own hands and attack a man he thought might pose a threat to his fellow Walmart shoppers pulls into focus the state of vigilantism in the U.S., and Florida in particular.

AEP: How to get out of jail early in China: buy an inventor’s idea and patent it

Prisoners in China are buying inventors’ ideas so they can patent them and reduce their jail sentences, according to a newspaper report.

The inmates are taking advantage of a law that allows jail terms to be commuted if prisoners can prove they have come up with important technical innovations and inventions, the Beijing Youth Daily said.

The newspaper said it had found a number of agents openly advertising the service to “reduce sentences by patented innovations”.

One intellectual property agent in the northern province of Shaanxi said the service usually started at about 6,800 yuan (HK$8,580) for a basic patent application on behalf of a prisoner.

More complex invention patents cost up to 60,000 yuan, the newspaper said, after one of its reporters posed as a relative of a jail inmate enquiring about the service.

The agent asked for detailed information about the prisoner, including their education, work experience, interests and family background so they could find the most appropriate patent that would have the best chance of getting their sentence reduced, the report said.

The prisoner can have their name put on the patent of an idea already invented or one under development.

The undercover reporter was advised to buy a series of patents over two years.

“We have carried out this sentence reducing service many times in Shaanxi. You can trust us,” the agent was quoted as saying.

“Some rich people come to us right after they get into trouble and before they go to jail. It takes a lot of early preparation.”

Several other intellectual property agencies, who did not advertise the sentence reduction service openly, said it might be possible to carry it out later after they made further enquiries.

One high profile case of a prisoner getting his sentence reduced through patents was the former vice chairman of the Chinese Football Association, Nan Yong, although the article did not suggest the inventions were not his own.

Nan was jailed for 10½ years in 2012 for taking bribes worth more than 1.19 million yuan for fixing matches and abusing his power.

He has had four devices patented by the State Intellectual Property Office.

They include a device that helps footballers train to shoot and a portable soccer goal.

His sentence has been reduced by one year because of his good behaviour, including his inventing and writing.

He also published a science fiction story in 2012.

The number one earner, however, is a woman who makes videos of herself unboxing Disney (DIS) toys -- and according to OpenSlate, she made $4.9 million in 2014 from YouTube ads alone. The channel, DisneyCollectorBR, features hundreds of videos of well-manicured hands opening Disney toys and an accented voice describing what’s inside of the packaging. We never see the owner’s face and her identity is a mystery. The New York Times tracked down a 21-year-old woman living in Westchester but couldn’t confirm that she was truly DisneyCollectorBR, and Buzzfeed believe she’s an older woman living near Disney World in Florida. DisneyCollectorBR’s unboxing videos get millions of hits -- her “Play Doh Sparkle Princess,” video has been watched 177,743,026 times. Her channel has a total of 3,481,507 subscribers and 4,750,324,337 views.

The First Historical Thesaurus of English Contains Almost Every English Word From Old English to Present Day

The Historical Thesaurus of English Project, started in 1965 by British historical linguist Michael Samuels, works to chart “the semantic development of the huge and varied vocabulary of English.” After 44 years of research and collaboration primarily at the University of Glasgow, a print edition of the thesaurus was published in 2009.

Language is always changing, of course, so the project is ongoing at the Historical Thesaurus of English website, launched just last week on the 50th anniversary of the start of the project. The digital version–containing almost 800,00 words–is the self-proclaimed “first historical thesaurus ever produced for any language, containing almost every word in English from Old English to the present day.”

The thesaurus is arranged in a hierarchical style, with words classified in semantic categories.

This hierarchical structure differs from the organization of many other thesauri; Historical Thesaurus categories relate to others not just linearly, but can operate either horizontally (on the same hierarchical level) or vertically (on a higher or lower level, either containing or being contained by another category). In addition, each concept is able to contain a series of subcategories within itself, separate from the main sequence. You can see this on any category page on this site, which each have navigation options to travel “Up the hierarchy”, “Down the hierarchy”, a set of subcategories (if present), and links to move horizontally to other parts of speech which refer to the same concept. Choosing to go up the hierarchy and scrolling down to the bottom of a category page can let you see the neighbour categories of any given concept.

What The Old Reader Readers Are Reading

Do you know what’s popular on the web right now?

If you ignore search engines, social media, and shopping, the most popular content on the web is sports (espn.com), news (cnn.com, huffingtonpost.com, foxnews.com), and porn.

If you ignore celebrities like Katy Perry, the most popular stuff on Twitter is mainstream news sites (CNN, BBC). 

If you look at what’s popular among The Old Reader users, you get a much different picture. 

First off, you like comics. Really, really like comics. XKCD, Dilbert, and the Oatmeal dominate the list of most popular feeds on The Old Reader.

After comics, the majority of feeds are tech blogs and tech news sites. Then comes lifestyle stuff like Lifehacker. There is also a lot of longer form content like TED Talks or in-depth magazine reporting. We also see national news sites like nytimes.com and what might be considered local news sites, like Boston.com.

Interestingly, there is very little sports in our feeds. That might be because our users are just not sports fans. Or it might be that sports is easy to consume on Twitter. 

Looking at all of the data, I’m starting to think that The Old Reader is like a newspaper. Our readers are using it to compile a single source of information, news, analysis, satire, and opinion. It’s a source of information that you would have to work really hard to get just going online or using social media.

In fact, I think that the popularity of comics on our list supports my theory. It seems to me that just like in the days of the newspaper, comics are the one thing everyone can agree on. 

And as a comic fan, I’d like to point out that the comics you like are not childish entertainment. These comics are satire. Satire is only useful or interesting to people who have a good handle on what’s going on and are looking for a more subtle, sophisticated take- a way to make sense of the all the other stuff they read.  

On the Internet or social media, most people don’t read much beyond the headlines on mainstream news sites. But judging from our most popular feeds, The Old Reader makes it possible to consume a broader range of stuff, from comics and satire to news and analysis, to blogs and feature-length content.

Having information and being informed are not the same thing. Our users are looking to be informed. The paradox of our time is that you can have all of the information in the world available and learn less. There are more sources of information, but you need new literacy skills to decode messages in the way news and information are presented.

Most of us don’t have the time or mental energy to really analyze everything coming at us. But if you use it right, I really believe The Old Reader can help you get a better handle on a complicated world.

A third-string tight end in training camp, Seattle's Luke Willson has developed a chemistry with Russell Wilson and become one of the team's most important offensive chess pieces. Danny Kelly breaks down why Willson is so valuable to the Seahawks.

The cliche "next man up" gets thrown around a lot when it comes to NFL teams fighting the battle of injury attrition over the course of a season, but for the Seahawks, it's an expression that's been uttered far too frequently in 2014. Seattle has 17 players on their injured reserve lists heading into Super Bowl 49, and Zach Miller is by far the most important offensive piece the Seahawks have missed on gamedays.

"If I could take any guy in the league, on the last play to win a game -- whether it's a run or a pass or you need a guy to protect -- I'd take Zach," Seahawks tight ends coach Pat McPherson said recently. "Zach can do it all."

But, Miller went out Week 3 with an ankle injury that would eventually require surgery, and after starting the season without backup tight end Anthony McCoy (who tore his Achilles tendon in training camp for the second straight year), the Seahawks were quickly down to their third- and fourth-string players at that spot. Second-year pro Luke Willson, a fifth-round pick out of Rice who caught nine passes in his college career, was the heir apparent to Miller.

For a club that relies heavily on their tight ends in the run game and in pass blocking, it was going to be interesting to see how they could adapt.

"It's a big loss," Pete Carroll said of losing their high-caliber tight end early in the year. "Zach does everything really well. We've not really been able to replace that. Zach does a lot more stuff than we do now: for us in the backfield, fullback stuff that he could play for us. He's done so many things in his background that we could call on things for him to do and he was just really good at it."

Next man up: Luke Willson.

"This is really a great opportunity for him to step up," Carroll said at the time. "He's improved in every area. He's one of those young guys that really has gotten a ton better. He's tougher and faster than he was a year ago because of the off-season. So in every way he has improved. But this is a lot to ask of him. This is the first time he'll have this kind of duty. But it's his turn to step up."

And, step up he has. Over the Seahawks' last eight games -- all wins -- Willson has scored a team-high three touchdowns, is tied for second on the team in receptions with 17, behind only Doug Baldwin, and is third in receiving yards behind Baldwin and Jermaine Kearse.

Willson's real breakout game was Week 16, against the rival Cardinals, where he went into Super Bowl 49 site Glendale and had three huge catches for 139 yards and two touchdowns. His most impressive play may have been when he caught a post-seam route over the middle and then beat safety Rashad Johnson the final 60-odd yards downfield.

Willson's somewhat unique skill set had shown up. A big part of the reason the Seahawks liked the little-known player out of Rice was he ran a solid 4.5-second 40 in pre-draft testing, all at 6'5, 255 pounds.

The chemistry between Russell Wilson and Willson -- quarterback and tight end -- was finally on display.

"The work that they've put in, the time they've spent together, Luke is really coming alive," said Carroll recently. "They are creating a chemistry that makes a difference. Luke is a big man that runs real fast. If you get the ball in his hands, you saw him break the tackles and go."

Again against the Cardinals, Wilson saw a coverage at the line that he really liked and he threw off his back foot up the seam for Willson, well before he'd come open over the top of the linebacker. He trusted his tight end to go get it. That's chemistry.

Same deal below, as Wilson hit Willson for a touchdown over the top. Willson's separation at the top of the route is what's striking about this play, to me.

"He's a heckuva football player," said Carroll of his second-year tight end. "So, that's something that's really exciting. It's coming on, and you're right, it's getting better as we're finishing up this season. It really bodes well for the future and those guys working together. "

Willson had a quiet day against the Rams in Week 17 -- a game in which he dropped two catchable passes -- but bounced back when the Seahawks needed him against the Panthers. Leading 17-10 with under 12 minutes remaining in the game, Wilson went to his athletic tight end twice on the drive that helped put the game away.

His first was a hitch route connection that's becoming more commonplace for the two. Willson found a soft spot in the defense, sat down at the sticks, and Wilson got the ball out to him quickly.

His second was similar -- he ran a shallow slant into a soft spot in the Panthers' zone coverage, reverse pivoted without giving up any momentum, then turned on the jets to beat Roman Harper to the end zone.

Willson had a quiet day against the Packers -- the Seahawks whole passing offense was quiet, really, until the final four minutes -- but he did catch an absolutely crucial two-point conversion on a prayer of a throw by Wilson. After blocking the blind-side on a Wilson sprint out to the right, Willson realized that play was dead and released to the open side of the field to give his quarterback an option. Again, chemistry at play. Also, a little luck.

Willson figures to be a bigger part of the gameplan against a Patriots team that has a very strong secondary and will make things hard on Seattle's outside receivers with Darrelle Revis and Brandon Browner in coverage. It's a matchup up the seam and over the middle that the Seahawks may want to really feature.

"Luke has been a bigger factor," Carroll said. "Luke has gotten downfield and caused some problems for opponents -- big plays, because he's a big, fast kid. He can really get downfield and stretch it out, and Russell has a great sense for him now. It just looks like the chemistry has really connected in the last month or six weeks or so.

"So it's a big deal. It's a big deal to have another weapon that can strike you like that."

"The way Luke Willson is playing out there out of nowhere, give credit to Russell Wilson and the offensive coordinator for putting him in the game plan," said Tony Gonzalez, a former Falcons' and Chiefs' tight end and future Hall of Famer. "They're going to bring him from every different angle you can think of, line him up everywhere on the field like a Rob Gronkowski. He's bigger, faster, stronger than most people who are going to be on the other side of him."

"Some of the glimpses we saw at Rice is something we're seeing every time he touches the ball," said Willson's former tight ends coach at Rice, David Sloan, who is a former Pro Bowl tight end for the Detroit Lions. "If he stays healthy, he'll be one of the elite tight ends in the NFL. Everyone will know his name, not just in Seattle."

Willson may not need to wait until he's "one of the elite tight ends in the NFL" for everyone to know his name, though. He'll get his shot to put his name out there next week in Glendale, on the biggest NFL stage there is. The way he's been catching the ball and putting up yards after the catch, it wouldn't be surprising for the Seahawks to look to Willson early and often.

A chastened Uber agrees to play by Delhi’s rules and act like a taxi company

Uber has finally given in to the demands of the Delhi government, and tweaked its vaunted business model.

The US-based cab service resumed its operations in Delhi today, a little over a month after it was banned by the state government, following the alleged rape of a 27-year-old woman by one of its drivers in December.

Uber is applying for a license to operate under a radio taxi scheme in the capital, after spending weeks trying to persuade the Delhi government that the normal rules of the taxi industry should not apply, because it is a technology company connecting riders and drivers.

A radio taxi company typically owns a fleet of cars, which can be pre-booked by a customer through a dispatcher. Uber, on the other hand, lists individual drivers and their vehicles on its app, which a customer can use to find an on-demand car.

An Uber spokesperson, in an emailed statement, told Quartz that it “is not a radio taxi company.”

“While we have applied for a license under the amended Radio Taxi scheme, Uber will remain a technology company and aggregator. The license would simply allow radio taxis to operate on our platform at our discretion, just like we enable in many other jurisdictions,” the spokesperson added.

In the wake of the December incident, the San Francisco-headquartered firm—now one of the most valuable startups in the world—had been pilloried for not doing enough to ensure passenger safety. In particular, its driver verification process was questioned. Now, as it returns to Delhi’s streets, Uber has new systems in place.

As we resume operations in Delhi, we are only allowing driver-partners who have undergone re-verification of their Police clearance in the last six weeks to get back on the platform. For an additional layer of screening, we are implementing independent background checks on all driver partners, plus vehicle documentation reviews. Our teams have worked tirelessly to develop new safety features (including an in-app emergency button) nationwide, establish a dedicated incident response team and re-verify the full credentials of every driver-partner on the Uber platform in Delhi.

The Delhi government had banned Uber and similar app-based taxi aggregators after the alleged rape on Dec. 5, 2014, and later ordered these firms to operate under India’s radio taxi rules (PDF).

Then, Delhi’s transport department amended its Radio Taxi Scheme to include so-called aggregators like Uber, but imposed certain conditions. These included:

  • maintaining an initial fleet of at least 50 taxis, either owned or through an agreement with licensed taxi drivers, and eventually at least 200 taxis
  • maintaining a 24-7 call center
  • installing taxi meters, GPS devices, and panic buttons in all cabs
  • making all of its cabs white

It’s unclear whether Uber will abide by all these rules right away. But what is clear is that the company’s disruptive business model has been disrupted in turn by Delhi regulators intent on maintaining their oversight of transportation in India’s capital city.

Uber has been facing regulatory and legal problems in other parts of the world, too. In December 2014, district attorneys of San Francisco and Los Angeles sued the company for allegedly misleading customers (PDF) on the quality of background checks it performs on its drivers.

In September 2014, a Berlin court had banned the company from operating in the German capital for not having enough safety checks in place, while cab drivers in Europe and Taiwan have raised concerns about Uber’s noncompliance with local laws.
