The former Second Story space above Cellar Door Coffee, on Southeast 11th Avenue, will transform into Fenrir, starting April 2.
The 40-seat restaurant, named after the monstrous wolf in Norse mythology, will be drawing heavily from Scandinavian cuisine, serving dishes such as rollmops made with mackerel (instead of the traditional herring), caul fat sausage and raw lamb. The menu will gradually shift with the seasons, changing once or twice a month.

Spring is officially here, which means cooks across the country are looking forward to the opening of their local farmers market. What could be better than strolling through stands brimming with fresh fruits and vegetables, chatting with the farmer who grew the chard you're about to buy, your happy partner by your side? Right?

The Future Bars team behind such successful San Francisco drinking establishments as Bourbon & Branch and Local Edition are expanding their reach in the East Bay. According to co-owner Brian Sheehy, they will be opening a new branch of their high-end spirits store, Cask, on College Avenue in Berkeley. This comes on the heels of their planned new cocktail bar, Tupper & Reed, which is taking over the former Beckett’s space in downtown Berkeley.
That’s no accident, according to Sheehy, who says his two Cask stores in San Francisco draw steady business from patrons introduced to the kind of unique spirits offered at their bars.
“We’re anticipating the same response here with Tupper & Reed as we had with Bourbon & Branch,” he says. “We’d like this to be the place where people in the East Bay go to purchase high-end spirits for the home environment.”
The new Cask will be taking over the current College Avenue Wine, Spirits & Deli, which occupies a fairly large space at 3185 College Ave. about midway between Oakland’s Rockridge neighborhood and Berkeley’s Elmwood district. It’ll carry a similar selection as the San Francisco stores, roughly 25 percent wine, 25 percent beer, and 50 percent liquor. One perk to the Berkeley location: their license allows them to offer customers tastings of beer and wine, as well as spirits provided its administered by a representative from the distiller.
Sheehy doesn’t anticipate getting the keys for the new space until the liquor license is processed in around 90 days, so the opening is still a few months off. Tupper & Reed, meanwhile, is on pace to open a little sooner, likely in mid- to late-May.

President Barack Obama has said he wants to shut down the telephone surveillance program that has been the subject of intense controversy since it was revealed in top-secret documents published last summer. The US government will stop maintaining its database of telephone call "metadata," which includes all numbers dialed in the US as well as their duration and other data.
"Earlier this year, I announced a transition that would end the Section 215 bulk telephony metadata program as it previously existed and that we would establish a mechanism to preserve the capabilities we need without the government holding this bulk metadata," Obama said in a statement today. "I did so to give the public greater confidence that their privacy is appropriately protected, while maintaining the tools our intelligence and law enforcement agencies need to keep us safe."
A fact sheet lays out the details of the changes, and they are significant. The data itself will still exist in the hands of the phone companies, as it always has (it's the same data on your telephone bill), but it can only be queried when the Foreign Intelligence Surveillance Court (FISC) approves requests for specific numbers. That's the difference between the government going to a judge and saying "We'd like to see the metadata for 555-123-4567 and all of his/her contacts" and the government already having all those contacts in its own database with no supervision for individual searches.

Apple wants its own path on Comcast network for video service, WSJ says
Apple is negotiating with Comcast in an attempt to create "a streaming-television service that would use an Apple set-top box and get special treatment on Comcast's cables to ensure it bypasses congestion on the Web," The Wall Street Journal reported today. The usual "people familiar with the matter" revealed the companies' plans, which would involve streaming live and on-demand TV programming to an Apple set-top box, presumably the Apple TV.
If accurate, Comcast would have to be careful not to violate network neutrality obligations. The Federal Communications Commission's rules against Internet service providers giving special treatment to specific Web services were vacated by a court decision, but Comcast still has to follow the rules until 2018 because of commitments it made in exchange for gaining approval of its acquisition of NBCUniversal in 2011.
Comcast recently obtained payment from Netflix in exchange for a direct connection to its network. This was allowed because the net neutrality obligations cover only the "last mile," the path from Comcast facilities to consumer homes.

You might think that in a world of Google and Wikipedia, people who love technology wouldn't care much about the musty old local public library. But, according to a new report by the Pew Research Internet Project, you'd be wrong.
Pew has been studying the changing role of libraries in America in the digital age. Its first report, published in January 2013, looked at how libraries are trying to refocus services to meet the needs of tech-savvy patrons. The second report examined what people expect from libraries now and in the future.
In its latest study, Pew set out to determine what types of people use and value public libraries. It compared highly engaged, "library lovers" and "information omnivores" to those who have never used a library, people dubbed "distant admirers" and "off the grid." According to Pew, 30 percent of Americans are in those first two categories. Another 39 percent are considered to have "medium engagement" with libraries, even though only half of those have used a library in the past year.
Not surprisingly, library lovers, information omnivores and those with medium engagement hold favorable attitudes about libraries. They tend to be better educated, have higher incomes and are more involved in social and cultural activities than people with little or no engagement with libraries.
That doesn't mean that poor people don't care about libraries. In fact, low income adults who have used a library in the last year are more likely to place a high value on the services offered there (think job hunting, access to computers and maybe even just staying warm). Families with minor children are also significantly more likely to use libraries, the study finds.
But the Pew study finds that the most highly engaged library users are also big technology users. Those "information omnivores"? Libraries tend to be part of a mix of information resources that they regularly dip into. Ninety percent of them are online every day; 95 percent have a cell phone or smart phone; 46 percent use a tablet computer and 33 percent own e-readers. In other words, they may have a world of information at their fingertips, but they still can't resist the discreet charms and hushed atmosphere of their favorite library.
