Opinion/Notes: Fairly nice upgrade. I'm not a fan of tacking on serifs on sans serif typefaces because they look tacked on (as is the case here) but they look almost convincing. The bolder type is definitely an improvement over the previous version.

UN derecognizes staff unions, refuses to negotiate

On 11 July, UN Secretary-General Ban Ki-moon derecognized the staff unions representing the organization's 65,000 staff, many working in dangerous locations and war zones. He now refuses to negotiate and instead offers only to "consult" on safety and security, welfare and conditions of service. This comes against a background of 555 staff attacked and 200 killed in the last ten years and in an organization supposed to uphold international human rights and labour rights conventions. If the UN stops applying these to its own staff, why should governments bother to uphold worker rights? The UN's staff unions are campaigning for Ban Ki-moon to reverse his decision by the end of the year.

Report: Colin Farrell offered World of Warcraft film lead

Actor Colin Farrell was apparently offered a lead role in the World of Warcraft film adaption, according to a report by Deadline, with Paula Patton is currently negotiating a lead role.

Legendary Pictures and Atlas Entertainment are in the process of casting for Warcraft. According to Deadline, who cites sources, Farrell accepting the deal is "50/50" and director Duncan Jones is currently testing other actors for other lead roles. Charles Leavitt is attached to the script.

According to reports late last month, Legendary Pictures plans to begin filming on Jan. 13 and set-up offices at Canadian Motion Picture Park in Vancouver, British Columbia.

FIFA 14 on 3DS features 'no updates to gameplay or game modes'

FIFA 14 on the Nintendo 3DS will feature "no updates to gameplay or game modes" since the previous installment in the soccer series, according to a press release sent out by Nintendo today.

The statement suggests that gameplay modes featured in last year's FIFA 13 have not been tweaked with new features for this year's release.

"FIFA 14 Legacy Edition delivers unmatched authenticity that reflects the current football season with updated kits and rosters but no updates to gameplay or game modes," reads the release.

Polygon has reached out to Electronic Arts for clarification on the 3DS versions' features and will share more information as we have it.

FIFA 14 will launch tomorrow in North America for PlayStation 3, PlayStation Vita, Xbox 360, Wii, Nintendo 3DS and Windows PC. PlayStation 4 and Xbox One versions will launch alongside the consoles on Nov. 15 and Nov. 22 respectively. The title, along with other EA Sports games, will not be coming to Wii U. The FIFA 14 Ultimate Team app launched last week for iOS and Android.

Startups can now ask for your money, but you can't give it to them

Hoping a Silicon Valley hotshot will bankroll your app? In the past, you’d have to pitch investors discreetly in meetings and over email, or risk being penalized. But thanks to a not-so-new law that just came into effect, you can now tweet, blog, and shout from the rooftops that you’re looking for funding. The ban on "general solicitation" — asking for money in public instead of behind closed doors — for startups and hedge funds expires today, thanks to the slow-moving but wide-reaching Jumpstart Our Business Startups Act.

What does that mean for the average person? Basically, it just means we’ll see more advertising. Startups will tweet, post on Facebook, and set up websites to hawk their pitch decks. Meanwhile, hedge funds will take out billboards and magazine ads boasting about their latest portfolios. The JOBS Act is supposed to make investing accessible for more people, but for now, "general solicitation" means just that: solicitation. Companies are allowed to ask for money in public, but they won’t be allowed to accept money from just anyone until the next phase of the JOBS Act comes into effect. For now, investment is restricted to only the wealthy, under the assumption that they can afford the risk.

In addition to lifting some regulations, the law also adds a few restrictions. A startup that raises money privately from so-called "accredited" investors — people with $1 million in net worth or $200,000 in income — does not have to verify any information from those investors. But if a startup engages in general solicitation, it is suddenly required to verify every investor’s income with documentation such as tax returns. This is to prevent unsophisticated investors — widows and orphans, as they’re referred to in the finance industry — from being taken for a ride.

The Securities and Exchange Commission (SEC), which implements these rules, is also indicating that there will be real penalties for companies that violate them. In the past, startups flouted the general solicitation ban by fundraising on stage at that Silicon Valley staple, the demo day. Under the new rules, startups that don’t comply will be banned from fundraising for a year.

Really, this change is just a small step in a larger revolution. It is the other, yet-to-manifest provision of the JOBS Act that had people really excited: equity-based crowdfunding, which is like Kickstarter except that backing a startup gets you stock. Right now, only the wealthy can invest in startups. Anyone will be allowed to invest in startups once the new rules come into play, which won’t happen for an estimated nine months.

The JOBS Act was signed into law in April of 2012, promising easier fundraising for startups and looser regulations for public companies. It was greeted with whoops and cheers in Silicon Valley, but the law’s advocates didn’t realize how long the wait would be. Regulators hammered out the specifics for almost a year and a half before any of the law’s major provisions took effect.

Not everyone is happy with the new rules, including some startups and investors who are worried that the requirements for startups filing with the SEC are too strict. "These rules could put a huge dent in funding and support of the innovative startups that create jobs in America — the exact opposite of what Congress intended in the JOBS Act," the Angel Capital Association said in a statement.

Criticism of the law also came from state regulators and other interest groups that warned looser rules around advertising would open the door to fraud. Inexperienced investors can easily lose their money to scammers, or simply to well-intentioned but overly optimistic CEOs.

This type of startup fundraising is already the biggest source of securities fraud investigations, says Heath Abshure, president of the North American Securities Administrators Association (NASAA), the 95-year-old organization that represents state and local securities administrators. Allowing startups, entrepreneurs, and potentially scammers to advertise private offerings will make the abuse worse, NASAA and other critics say. Imagine scammers cold-calling seniors, encouraging them to bet their retirement funds on the next Facebook. Imagine seeing ads for startups pop up on late-night TV.

"Lifting the advertising ban on these highly risky, illiquid offerings, without requiring appropriate safeguards, will create chaos in the market and expose investors to an even greater risk of fraud and abuse," Abshure says.

But despite the opposition, companies are jumping to take advantage of their new freedom. TechShop, the fast-growing coworking space for hardware builders, just announced it will be raising $60 million. AngelList, the fast-growing private social network where startups connect with accredited investors, just announced that companies can opt to make their fundraising visible to anyone. AngelList will also be handling the investor income verification checks for any startups that raise money on its platform.

Companies are jumping to take advantage of their new freedom

"It’s the first step in a long process," says Nick Tommarello, founder of WeFunder, a company backed by the prestigious Y Combinator incubator that serves as a platform for startups raising money.

WeFunder is planning for the future when startups will be allowed to accept funds from anyone, says Tommarello. He’s hoping that non-accredited investors — which would be your average internet user — will see that nifty new startups are fundraising and start to pressure the SEC to hurry up on its rulemaking on equity-based crowdfunding.

"No one really knows that they can’t invest in startups, because they never hear about it," he says. Starting today, that’s no longer the case — so don’t be surprised if the calls for fundraising suddenly outnumber the baby pictures in your Facebook feed.

i waited in line for 10 hours for the first iPhone, also waited in line, outside the mall, in 1999 for the Sega Dreamcast. it’s like tailgating. being excited about something and letting that excitement grow along side similarly minded people. when i went out for the 5S launch i found a lot of that excitement and enthusiasm but i also found a lot of tired anxious people who were waiting in line for reasons other than their own desire for a product. that was a little bothersome. the scene at the apple store just before the phones release was also a sight i’d never experienced. beyond excitement it was closer to hysteria. encouraged by hundreds of equally hysterical employees in blue shirts. at the peak of that hysteria i stopped and reminded myself what the impetus was for all of this; a new phone. that warranted a head shake and an eye roll. it’s fun to get excited about something, no matter how ridiculous it may seem. i went to the superbowl once and when the patriots lost my best friend started crying. i can understand sleeping on the street for a new toy more than i can crying over a professional sports game.. it takes all kinds i suppose.

No, the US student debt bubble isn’t popping

After five years of crisis—financial, economic, European—market observers have been conditioned to constantly watch for the next bubble ready to blow. US student debt has long been considered a likely candidate, but not any longer. Here’s why:

Unlike most other forms of non-mortgage borrowing, levels of student debt have continued to climb during the US recession and its slow recovery.

And thanks to the tough time US young people were having finding jobs during and after the recession, delinquency rates on student debt—the red line in the chart below—had been on a sharp rise.

But more recently, student delinquency rates have joined the downtrend in delinquencies seen in other forms of lending, thanks in part to an improving US job market.

In its weekly research note on asset-backed securities—the packages of mortgage, auto, student and credit card loans that lenders bundle off and sell to investors—Deutsche Bank analysts spotlighted improving trends in the private US student loan market too.

Deutsche analysts wrote:

Given the correlation between defaults and employment, we expect performance to improve as labor conditions for young workers improve. The unemployment rate for 20- to 29-year olds holding bachelor’s degrees has fallen from 17.6% in 2009 to 13.5% in 2011, using data reported in February 2013 from the Current Population Survey.

As long as the US job market continues to improve, crisis junkies may need to start looking elsewhere for their next fix.

America’s top colleges are feeding the rich and keeping out the poor

Young gourmand-scholars of America have never had it better. Colleges across the US are staffing open-air kitchens with seasoned chefs and offering students Zagats-caliber dining experiences, according to the Daily Meal’s rankings of the “60 Best Colleges for Food in America for 2013.” Bowdoin College, in lobster-lousy Maine, came in first, followed by Washington University in St. Louis, which offers students sushi-rolling classes, among other things.

Bowdoin and Washington University aren’t just foodie hubs; they also top the “best college” rankings. While Bowdoin ranks fourth on US News and World Report’s liberal arts college list, Washington University now ties Brown University at #14 on the national university rankings.

In fact, almost all of Daily Meal’s entries score high in the US News and World Report’s rankings. For example, every single Ivy League school made the list. Perhaps heirloom tomatoes boost brainpower. But more importantly, the overlap suggests that  in their quest to lure full tuition-paying students, top colleges are locked in an amenities-spending arms race—in which catering to foodies, health nuts and gluten-shunners is a major theater of war.

That would be fine except, in many cases, top schools are installing tandoori ovens at the same time as they’re imposing huge financial burdens on their poorest students—when they enroll at all.

Using Pell Grants, which the US government gives to the neediest students, as proxy for poor students, Stephen Burd of the New America Foundation recently compared a school’s percentage of poor students and ”net price,” the amount students whose families make $30,000 or less in pay each year. We’ve recreated Burd’s analysis (pdf), as well as the school’s ranking on the Daily Meal list:

Not surprisingly, many colleges with fancy food also have huge endowments. Despite their high spending on dining and their massive coffers, many either enroll a tiny proportion of poor students or charge them more than half of what their families earned in a year—or both.

“[T]here is compelling evidence to suggest that many schools are engaged in an elaborate shell game: using Pell Grants to supplant institutional aid they would have provided to financially needy students otherwise, and then shifting these funds to help recruit wealthier students,” Burd argues. The goal is to attract students with high test scores that make the school more competitive, which boost the school’s prestige and in turn allow it to charge more for tuition.

In some cases, culinary excellence and aid-giving go hand-in-hand. Massachusetts Institute of Technology, and Grinnell and St. Olaf Colleges somehow manage to offer great food and aid to a high proportion of poor students enrolled.

But those are exceptions. Even among some of the most elite schools, the proportion of Pell Grant recipients remains low. With potential students weighing amenities, though, the culinary arms race rages on. For instance, Harvard, which the Daily Meal ranks #21, offers a “weekly Food Literacy Project Newsletter.” But #10-ranked Yale boasts “an entire dining series called ‘Reality Bites’ that offers the students programs on mixology, the best wine and meal pairings, and formal dining etiquette.” Time for Harvard to rustle up some sommeliers.

Edward Snowden is walking the streets of Russia in disguise

Since being granted asylum in Russia, former NSA contractor Edward Snowden has kept a low profile, virtually dropping out of sight. In an interview with Russian magazine Itogi and with RT television— translated in part by AFP — Snowden's lawyer and de facto spokesperson Anatoly Kucherena says fear for his safety has led Snowden to leave home only in disguise. "He would walk past you and you wouldn't recognize him," says Kucherena. "It's a question of clothes and small alterations to his appearance ... He really does walk freely around on the streets."

While Kucherena tells RT that Snowden has quickly picked up the basics of Russian, but his life in the country is isolated, especially as the US government continues its . "I am his only link with the outside world at the moment," Kucherena says. "Even his contacts with his parents are carried out through me." Snowden's parents are expected to come to Russia, but he worries that intelligence agencies could track them to find his location. The US has said publicly that it would not seek the death penalty for Snowden, but it's consistently pressured governments to hand him over to face espionage charges in his home country.


"He believes he did everything right."

Snowden, meanwhile, has frequently expressed concerns that he could be extradited through underhanded means or even physically harmed, saying that a fair trial would be impossible in the US and that the government could not stop the leaks by "jailing or murdering" him. Now, Snowden's lawyer says anything is possible. "It's hard to say what could happen, but as long as the US side retains its grievances against Snowden, nothing can be ruled out," he says. And Snowden has a more pressing problem: he may be running out of money. While Kucherena is apparently offering his services pro bono, he says that Snowden is not a wealthy man, and that he must pay for not only food and shelter but a coterie of bodyguards. To continue to survive, he may open a bank account to use the donations that have come in since he revealed himself.

Despite this, Kucherena tells RT that Snowden doesn't regret the leaks. "He's not disappointed. He believes he did everything right," he says. And he confirms Glenn Greenwald's claim that the leaks we've seen so far are only the tip of the iceberg, saying that Snowden "has not disclosed all information" in his possession. If true, this means the US government is unlikely to give up its pursuit of him and the information he copied from NSA databases.

Before you cry “FAKE!” — I would have filed this away in the “too-good-to-be-true,” pile, had not Deniz in Ontario stepped forward to admit that he is the mad man behind this posters. Explains Deniz: “I made this flyer because I had had enough of this STUPID CAT wrecking my flowers and window screen, but in the end all it accomplished was making my boyfriend think I was crazy. Oh, and I put my real phone number on it (stupid).”

I’ve gotta say, Deniz, you had me at “photo of similar looking cat.” This is my favorite crazypants submission in a long, long time.
