An anonymous reader quotes a report from Reuters: Spain will require mobile networks to have backup systems that maintain connectivity when power outages occur. Per a royal decree that will be approved by the end of 2026, mobile network operators (MNOs) and infrastructure companies will need to install batteries or other backups to keep service active for at least four hours during a blackout. The mobile network rules will apply to businesses that serve at least 500,000 users or generate upwards of 50 million euros ($56.9 million) in annual revenue. The decree will stipulate that half of the population will need to be covered by this failsafe within the first year, then 65 percent in the second year and three quarters in the third. [...] The decree will require other key infrastructure elements to remain up and running for a certain period after a power outage. For instance, control centers that could impact all of Spain if they were to go offline will need to remain in service for at least 24 hours. Emergency call centers will also need to have plans in place to maintain operations, as Reuters notes. The move is in response to the widespread blackout across the Iberian peninsula in 2025, which left more than 50 million people without power. Experts called it "the most severe and unprecedented blackout that had occurred in Europe in the past 20 years."

Asian governments are implementing emergency measures like four-day workweeks and work-from-home mandates to cope with a fuel shortage triggered by the Iran conflict and the closure of the Strait of Hormuz. "Asia is particularly dependent on oil exports from the Middle East; Japan and South Korea respectively source 90% and 70% of their oil from the region," notes Fortune. From the report: On March 10, Thailand ordered civil servants to take the stairs rather than the elevator, and to work-from-home for the duration of the crisis. It increased the air-conditioning temperature to 27 degrees Celsius, and will tell government employees to wear short-sleeved shirts over suits. (Thailand has about 95 days of energy reserves left, according to Reuters). Vietnam also called on businesses to let people work-from-home to "reduce the need for travel and transportation." The Philippines is pushing for a four-day work week, and has ordered officials to limit travel "to essential functions only." South Asia is getting hit hard too. Bangladesh brought forward the Eid-al-fitr holiday, allowing universities to close early in a bid to save fuel. Pakistan also instituted a four-day week for government offices and closed schools. India suspended shipments of liquefied petroleum gas to commercial operators to prioritize supplies for households, leading to worries from hotels and restaurants that they may be forced to close without fuel supplies. Countries across the region are also considering price caps, subsidies, and tapping strategic oil reserves. On Wednesday, the International Energy Agency "unanimously" agreed to release 400 million barrels of oil and refined products from its reserves. The Associated Press offers a look at the energy supplies that countries hold and when they tap them.

An anonymous reader quotes a report from Wired: More than 70 civil liberties, domestic violence, reproductive rights, LGBTQ+, labor, and immigrant advocacy organizations are demanding that Meta abandon plans to deploy face recognition on its Ray-Ban and Oakley smart glasses, warning that the feature -- reportedly known inside the company as "Name Tag" -- would hand stalkers, abusers, and federal agents the ability to silently identify strangers in public. The coalition, which includes the ACLU, the Electronic Privacy Information Center, Fight for the Future, Access Now, and the Leadership Conference on Civil and Human Rights, is demanding Meta kill the feature before launch, after internal documents surfaced showing the company hoped to use the current "dynamic political environment" as cover for the rollout, betting that civil society groups would have their resources "focused on other concerns." Name Tag, as revealed in February by The New York Times, would work through the artificial intelligence assistant built into Meta's smart glasses, allowing wearers to pull up information about people in their field of view. Engineers have reportedly been weighing two versions of the feature: one that would only identify people the wearer is already connected to on a Meta platform, and a broader version that could recognize anyone with a public account on a Meta service such as Instagram. The coalition wants Meta to scrap the feature entirely. In a letter to CEO Mark Zuckerberg on Monday, it argues that face recognition in inconspicuous consumer eyewear "cannot be resolved through product design changes, opt-out mechanisms, or incremental safeguards." Bystanders in public have no meaningful way to consent to being identified, it says. Meta is also urged to disclose any known instances of its wearables being used in stalking, harassment, or domestic violence cases; disclose any past or ongoing discussions with federal law enforcement agencies, including Immigration and Customs Enforcement and Customs and Border Protection, about the use of Meta wearables or data from them; and commit to consulting civil society and independent privacy experts before integrating biometric identification into any consumer device. "People should be able to move through their daily lives without fear that stalkers, scammers, abusers, federal agents, and activists across the political spectrum are silently and invisibly verifying their identities and potentially matching their names to a wealth of readily available data about their habits, hobbies, relationships, health, and behaviors," write the groups, which also include Common Cause, Jane Doe Inc., UltraViolet, the National Organization for Women, the New York State Coalition Against Domestic Violence, the Library Freedom Project, and Old Dykes Against Billionaire Tech Bros, among others.

The Linux 7.0-rc6 kernel due for release tomorrow has a lot of audio fixes/quirks to correct a wide variety of different hardware issues, mostly different problematic laptops for their speakers and/or microphone behavior under Linux...

It's pretty rare for films to get scrapped part way through production, even if these days some production companies opt to use even finished projects as tax write offs. But games can frequently get canned, disappear for a bit, and even return after many years of silence.
