美國近日動作頻頻，總統川普主張不惜以武力拿下格陵蘭，讓天然資源爭議再度浮上檯面。早在一年前，時任的美國國安顧問瓦爾茲（Michael Waltz）曾言明：「此事涉及關鍵礦產、天然資源」。

格陵蘭坐擁化石燃料和關鍵礦產。在歐盟列出的34項關鍵原料中，格陵蘭至少有25項。

為確保獲得穩定的關鍵原物料，歐盟在2024年通過《關鍵原物料法》（Critical Raw Materials Act）。川普與歐盟一樣，都想著要削弱中國在這方面的主導地位。不僅如此，格陵蘭東、西部海域也有大量石油。

基礎建設不足 格陵蘭採礦難

由於石油與關鍵原物料的價格隨市場大起大落，礦產價值不易估算。格陵蘭礦產與委內瑞拉石油有著類似問題，開採前都須先砸重金在基礎建設上。採礦與化石燃料開發都屬資本密集產業，前期投入的大筆資金得等上多幾年才能獲利。

然而，格陵蘭僅首府努克（Nuuk）有足夠的道路建設，其他地區極為不便，可供大型油輪與貨船停靠的深水港更是不足。

全球的礦產與石油、天然氣等化石燃料開採均仰仗當地既有的基礎建設。有道路、港口、電力、住宅與專業技術人才的地方，才容易營運賺錢。但在格陵蘭，無論是想挖到第一車礦石，或想開採第一桶石油，都先得投入大筆金錢。

這就是為何格陵蘭老卡在兩難抉擇的原因——讓跨國企業加入開採，龐大的收益就會落入外人之手；想自行開發，卻沒有足夠的資金與開採能力。最終，就不了了之。

礦產開發的過去與現在

格陵蘭擁有豐富的礦藏早就不是新聞。丹麥國營廣播公司DR在2025年4月播放過一部紀錄片，揭露了丹麥從格陵蘭冰晶石礦場大賺一筆的過往。

這部影片掀起不小的政治和媒體風波，也打破「格陵蘭的財務都靠丹麥支撐」的印象。格陵蘭對外的關係中，礦產始終是重要且敏感的議題。

過去幾十年，外國公司不斷試圖在格陵蘭採礦，成果卻十分有限。與川普的說法恰恰相反，美國企業一直有機會到格陵蘭投資，只是採礦太燒錢、當地氣候又極其惡劣，因此才沒有公司邁入商業開採階段。

格陵蘭自然資源部長納撒尼爾森（Naaja Nathanielsen）曾在2025年表明，格陵蘭太過度依賴漁業，因此他希望礦業能成為「穩定、良好的附加選項」。

不過，因紐特團結黨（Inuit Ataqatigiit）於2021年上台後，便以污染為由禁止鈾礦開採。2023年澳洲礦業公司ETM為此控告格陵蘭與丹麥，並索賠760億丹麥克朗（約3748億台幣），相當於格陵蘭GDP的四倍。

ETM稱，政府貿然終止他們在Kvanefjeld （格陵蘭語Kuannersuit）的鈾礦計畫，造成龐大損失。不過，丹麥法院駁回大部分控訴。隨後有報導指出，ETM為規避高額訴訟費，可能會宣告破產。

ETM透過聲明表示，旗下的子公司GM「十多年來秉持誠意，與格陵蘭和丹麥政府密切合作」，而兩政府都曾利用GM的計畫宣傳，讓外界以為可安心在格陵蘭投資採礦。

2025年的一份研究形容，這類行為是典型的「假裝成受害者」（feigned victimisation），業者以「不公平程序下的受害者」來掩飾「追求利益的強勢玩家」的形象。

丹麥已將部分自治權移轉給格陵蘭，如今格陵蘭已掌握自己的天然資源，但兩者間仍保有分享採礦利潤的協議。因此，即便採礦地點在格陵蘭，丹麥的利益也會受影響。

丹麥每年提供約39億丹麥克朗的補助款給格陵蘭（約新台幣192億元），這筆錢約占格陵蘭國家預算的一半，並支撐著格陵蘭以漁業為主的經濟型態。根據協議，格陵蘭若有龐大的採礦利益，丹麥會從補助金額中扣除採礦利潤的50%。也就是說，在補助款的額度內，格陵蘭的採礦收入其實須與丹麥對分。

稀土資源與國家安全

近日，澳洲與美國共同投資的Critical Metals公司已獲准在格陵蘭南部設立永久辦公室，以便執行坦布里茲計畫（Tanbreez Project）開採稀土資源，其中也包含了重稀土。

就在隔日，採礦公司Amaroq也宣布，美國正考慮透過美國進出口銀行（EXIM）投資該公司的南格陵蘭計畫。一旦核貸成功，這將成為川普政府為海外採礦提供貸款的首例。

川普近日以行政命令要求撥款50億美元，用於支持涉及國家安全的採礦案，再度印證了採礦與軍事活動密不可分。

至於化石燃料，短期內開採的機率不高。格陵蘭政府早在2021年就以環保為由禁止化石燃料探勘和開採，至今國會多數仍支持這項禁令。再加上油價跟天然氣價格波動很大，天候惡劣、基礎建設不足等因素，就算美國全面掌控格陵蘭，開採仍有難度。

川普想掌控北極的理由很多，最重要的是取得強勢地位以對抗俄羅斯和中國，天然資源開採並非核心考量。

事實上，美國早就跟丹麥簽署國防協議，並在格陵蘭設立軍事基地。近期的一連串動作，更像是在昭告帝國野心再起。

在海拔3000公尺嘉明湖國家步道上，一群山友不但揹著自己的行囊，還額外揹起土石接力賽似的傳遞到沿途指定處，「交棒」到每年一批批志工手中，不依賴重型機具，而是憑藉雙手及汗水，使用山友揹上來的土石修復步道，緊緊繫住自然環境韌性。使嘉明湖步道不因人類活動而崩散，而是持續在人們眼中散發美麗。

十年來，對環境念茲在茲、默默實踐的過程，透過影像紀錄與插畫創作呈現，步道修築工法實體工具與裝置作品展示，如今現身於台北市區，與都市水泥叢林中的大安森林公園相呼應，傳遞手作步道的核心精神。「嘉明湖手作步道十週年特展」台北前導展即日起，於台北捷運大安森林公園站陽光大廳展出一週，讓社會大眾理解高山步道也能以雙手堅持原始風貌。

嘉明湖氣味 台北都會區就聞得到

來到陽光大廳展場，嗅覺先感受到嘉明湖的氣息。展出現場以取自自然環境的香氛精油，營造嘉明湖的氣味，讓人領受來自大自然的芬芳。農業部林業及自然保育署台東分署長吳昌祐表示，嘉明湖位處遙遠高山，卻是許多都會居民心靈嚮往之地，「嘉明湖手作步道十週年特展」特別將自然訊息帶到都會區，地點選擇在大安森林公園旁，也是為了交流與共鳴。

嘉明湖位於布農族傳統領域，布農族語稱為「Cidanumas Buan」（月亮的鏡子），承載著族人遷徙與記憶蜿蜒的生命路徑，交織自然與文化延續的知識。又因其湖水顏色深藍如寶石，登山界讚為「上帝遺失在人間之藍寶石」，又有「天使的眼淚」之名，每年吸引眾多山友慕名而來。

然而嘉明湖國家步道素為熱門登山步道，每年有2萬4000多人次進出使用，遊客頻繁踩踏，加上極端氣候作用，容易造成沖刷與侵蝕交替作用，若未及時回填、沖蝕溝越刷越深，對環境及使用者影響甚鉅。2016年起，台東分署開始透過手作修復，志工們以雙手揹石、夯土、引水，讓步道慢慢復原。

1人1公斤接力手作步道 十年不輟

台東分署於2018年3月1日進一步發起「1人1公斤，為永續嘉明湖國家步道而揹」，邀請前往嘉明湖的山友，每人揹1公斤土石填補步道沿線沖蝕溝。

「1人1公斤」的石材來自南橫公路向陽山區崩塌掉落的土石，一來就地取材讓土石回歸原地，二來可減少外購材料成本及相關碳足跡。參與號召的山友先至登山服務站，向管理人員領取裝土袋，至步道登山口旁，依照體力盛裝1～5公斤左右的土石，再揹至步道沿線插旗標示處投放，完成後帶走土袋，下山後繳回服務台讓其他山友得以再利用。

至今累積超過7萬人次山友參加「1人1公斤」，吳昌祐表示，登山者揹起的不只是沙土，還有對自然的尊重、對步道的照顧，以及「人人付出一點，山林就能慢慢變好」的行動精神；而手作步道是降低對自然環境的干擾，「不僅步道服務我們，我們也得呵護步道。」他形容這些在山林中默默付出的守護者，是嘉明湖國家步道中健康永續的基礎；因此與台北捷運合作，分享在嘉明湖一群志工以手作這種高難度工法維護步道的過程，進而支持和參與。

以薛西弗斯精神 與大自然共好

步道是給人使用的，只要有山友使用步道勢必造成影響，步道修復是持續進行的概念，嘉明湖國家步道也將持續手作修復的精神。台灣千里步道協會副執行長徐銘謙比喻步道的問題就像棘手的糖尿病，無法回到無人介入的原始自然，但人類既屬於自然的一份子，也是問題的一部份，幸好也能成為問題解決的助力。

他以希臘神話中被懲罰不斷推動石頭回到原處的「薛西弗斯」形容手作步道志工。然而，看似日復一日重複相同的工作，並非徒勞無功，這當中隱含與大自然共好、增加環境韌性的確信，是手作步道的志工所賦予的當代意義。他邀請更多民眾參與手作、修復步道，體會法國作家卡謬所言，諸神無法經歷的「未知的喜悅」。

登山請走正道 留大自然給生態系

那麼嘉明湖國家步道有那些常見的問題呢？答案是：沖蝕溝、複線化及排水。嘉明湖步道屬於高海拔地質脆弱，在人為踩踏與氣候變化影響，嘉明湖國家步道逐漸出現一道道沖蝕溝；踩踏夯實的路面，使雨水無處可去，只能順著山勢沖刷而下，造成土壤嚴重流失。這些看似微小的裂痕，慢慢累積成對步道與生態的考驗。

台東分署技正耀祖即建議，山友使用步道時，避免另闢捷徑，走既有的步道是最佳途徑，如此能降低對周邊棲地的干擾，也能維持生態系統連續性，使得高山環境成為支持生物多樣性的基地。

不但在台北捷運大安森林公園站有這項特展，捷運公司也配合宣傳。台北捷運公司公共事務處長胡宗禮宣布，即日起在台北捷運117個車站匣門電視都將揭露，要讓每天超過210萬名搭乘捷運的旅客得知這項特展資訊。另外，除了台北前導展，完整呈現十年行動歷程與研究成果的主展覽，也將於1月21日在台東正式登場。
