Dog rescued from icy lake in Reston

by wtopstaff

WASHINGTON — A 75-pound dog that fell into Lake Thoreau in Reston, Virginia is safe after it was rescued by the Fairfax County Fire & Rescue Department Wednesday morning.

The dog went through the thin ice on Turtle Pond Drive around 8:40 a.m.

Rescuers put on ice commander suits and waded into the water to get to the dog.

Within 10 minutes of receiving the call, the dog was safe.

Medics evaluated it on the scene before turning the uninjured pooch over to its owner.

3 Assateague Island horses pregnant

by wtopstaff

WASHINGTON — The mares on the Assateague Island National Seashore are given contraceptives, but they don’t always work: The park says three horses are currently expecting.

The seashore revealed on Facebook that horses N2BHS (Carol’s Girl), N6BMT-F (Jojo) and N10T-J (Charmed) are expecting. It can’t be said for sure when the foals will be born, but the best guess is April, May or June. The horses gestate for about 11 months.

The contraceptive program began in 1994, when the horse population had grown to 170, more than the habitat could support, Ocean City Today reports. It’s about 90 to 95 percent effective, biologist Allison Turner says, and some horses are immune — including Carol’s Girl and Jojo, who have given birth before, Jojo just last year.

The population is currently at 88, Turner tells Ocean City Today.

But in response to its own genetic study from 2005, the park is reducing the use of contraceptives — limiting it to younger mares, who, Turner says, need time to mature.

Other than that, “In two to three years, we should see a big increase,” Turner says.

Computerized Gas Station Price War Takes Prices Down To A Few Pennies In Ohio

by Laura Northrup

17centsGas prices have finally fallen below $2 per gallon where I live, but that’s still a fortune compared to what some motorists in Ohio encountered over the weekend. A computer glitch of some sort made the price at a Pilot Travel Center plummet as low as a few pennies, which attracted opportunistic shoppers. Then the Circle K across the street decided to keep up with their competitors by lowering their prices, too.

Was it all a publicity stunt? Some hackers with very small-time goals? All the travel center’s cashier could say was that there was a computer malfunction, and then the other store decided to keep up with its neighbor and competition.

“I just filled my gas tank up from dead empty for 26 cents,” one customer told TV station WTOL as he pumped gas. “I told her to put ten on it and she only gave me five bucks and now I need to go get my change. That’s too funny.” He could have given the cashier a dollar and still received change back.

27cents

This happened in the wee hours of Sunday morning, so not too many people were driving by to take advantage.

A writer at Cleveland.com did some historical research and found that the last time gas was that cheap locally was about 80 years ago. The actual average gas price this week near Toldedo is about $1.50.

Apple To FBI: Keep Your Hands Off Our iPhone Encryption

by Kate Cox

(SimonQ錫濛譙)

One of the biggest stories in tech these days has its beginning in tragedy: the mass shooting in San Bernardino late last year. The FBI’s investigation includes the iPhone 5C one of the shooters used, but they can’t access all the data on it because of the phone’s built-in encryption. Two months in to the investigation, the feds have ordered Apple to alter the phone so that law enforcement can crack it with brute force password attacks. However, in an unusually bold move for business, Apple’s answer to the FBI is a big fat “no.”

Apple’s response is big, unambiguous and very, very public: CEO Tim Cook shared the statement as an open letter to their customers on Apple’s website.

The letter, from CEO Tim Cook, first makes it clear that Apple cooperates with law enforcement investigations as needed. “We were shocked and outraged by the deadly act of terrorism in San Bernardino last December,” Cook writes, which goes for pretty much everyone.

“The FBI asked us for help in the days following the attack, and we have worked hard to support the government’s efforts to solve this horrible crime. … When the FBI has requested data that’s in our possession, we have provided it. Apple complies with valid subpoenas and search warrants, as we have in the San Bernardino case. We have also made Apple engineers available to advise the FBI, and we’ve offered our best ideas on a number of investigative options at their disposal.”

But that, Cook makes clear, is as far as Apple is willing to go.

The problem, he writes, is not about this case or even about the FBI in general. “We have great respect for the professionals at the FBI, and we believe their intentions are good,” the letter says. “But now the U.S. government has asked us for something we simply do not have, and something we consider too dangerous to create. They have asked us to build a backdoor to the iPhone.”

Specifically, the issue surrounds the iPhone security feature that wipes a phone after ten incorrect tries to unlock it. That feature, which the phone’s late owner had enabled, is very helpful for users whose phones are stolen, because it protects their sensitive personal and financial data (which we collectively have LOTS of on our mobile devices) from crooks. But for law enforcement officials who want access to personal data for purposes of detective work, the feature is hugely frustrating.

Apple and the FBI have been going back and forth on the matter for some time. A week ago, the director of the FBI testified before Congress that his agency was as yet unable to access the phone in question. Yesterday, a judge in California signed an order requiring Apple to create the backdoor.

If Apple creates this software to permit the cracking of this one phone, Cook explains, all iPhone users will be at risk. “The FBI wants us to make a new version of the iPhone operating system, circumventing several important security features, and install it on an iPhone recovered during the investigation. In the wrong hands, this software — which does not exist today — would have the potential to unlock any iPhone in someone’s physical possession,” he writes.

Cook likens the code — which, again, Apple refuses to write — to a master key that would be impossible to keep safe. If the backdoor is made to exist, it will be used again. “The government is asking Apple to hack our own users and undermine decades of security advancements that protect our customers — including tens of millions of American citizens — from sophisticated hackers and cybercriminals,” Cook writes. “The same engineers who built strong encryption into the iPhone to protect our users would, ironically, be ordered to weaken those protections and make our users less safe.”

“No reasonable person would find that acceptable,” the letter adds.

Cook also writes that Apple practices what it preaches when it comes to encryption and protecting iOS users’ data. “We have even put that data out of our own reach,” he says, “because we believe the contents of your iPhone are none of our business.”

You can read the full statement from Apple on their website.

Instagram Adding Two-Factor Authentication To Better Protect User Accounts

by Ashlee Kieler

Screen Shot 2016-02-17 at 9.35.15 AMWhile Instagram may not have endured the same high-profile, embarrassing hacks that Twitter experienced in the past, the photo-sharing site is taking a page from the social media service — and other tech, networking, and retail companies — by enabling two-factor authentication for user accounts.

TechCrunch reports that Instagram began rolling out the added security measure to protect users’ personal information stored with the network and prevent ne’er-do-wells from commandeering their accounts.

The idea behind the protection is to ensure that the person trying to access an account is the rightful owner. To do so, the company will require users to produce two methods of identification when logging in – typically your password and a time-sensitive code or PIN sent to an authenticated phone number or email address in order to gain access to your account.

Under Instagram’s system users will receive an authentication code via text message to their phone after they enter their username and password on the site, TechCrunch reports. The code must then be entered to gain access to your account.

Two-factor authentication has long been utilized by consumers to protect a variety of online accounts like banks, email, Twitter, Amazon, and others.

Toy Electric Cars Let Kids Zoom Around While Parents Take Control From Afar

by Mary Beth Quirk

(Actev Motors)
There are a few reasons why parents might choose not to buy their kids a go-kart, thus dashing the child’s dreams of roaming the neighborhood at high speed, unfettered by the wishes of pesky adults: it’s a pricey toy, and parents don’t necessarily want to give their kids something they could potentially drive into traffic or somewhere else unsafe. A few things have changed since I last wished for my own set of wheels, as I saw at the North American International Toy Fair in New York City this week, while others have remained pretty much the same.

Buying a go-kart or even a set of Power Wheels is a pretty big deal for many parents, as motorized vehicles for children can still cost a pretty penny, even in miniature. That much is true today, which I learned when the Arrow Smart-Kart made by Actev Motors caught my eye as a girl whipped it around a mini track at the convention center, a big ol’ grin on her face.

The electric mini car is targeted toward kids ages five to nine, and has a base price of $599, which can go up to $699 if a customer chooses a red or silver body kit instead of the standard black. It’s a not insignificant price tag — one that can go up easily if you choose from accessories like custom body kits, special driving cones, and “drifting wheel rings.” Yes, your child can drift.

But one big thing has changed from the days when parents might’ve worried that their kid could take that set of wheels into unsafe territory: the Arrow has its own onboard WiFi, which connects to an app on parents’ smartphones. From that app, parents can set the car’s maximum speed, which can go as high as 12 mph.

To prevent wayward drivers, parents can designate geo-fences to define the area the car must stick to. If the vehicle approaches that boundary, it won’t cross, and will instead shut off. Parents can also use an emergency stop button on the app to immediately halt the car. To prevent collisions, say, with a particularly annoying older sibling who is just begging to get his foot run over, there are also sensors on the vehicle that detect obstacles.

Each driver can have a profile as well, so that once their driving skills improve, parents can change their speed options. Which just means more practice time, something I would’ve given my entire collection of New Kids on the Block paraphernalia to have.

Something else has definitely changed: because the electric vehicles don’t make the sound of a traditional go-kart and its gas-powered engine, the Actev App also allows kids to download synthesized engine noises they can play while driving.

The Arrow Smart-Kart is available for pre-orders now, and is expected to ship in early Summer 2016, the company says.

Verizon’s “Hum” Device For Your Car Will Rat Out Speeding Teens, Wandering Spouses

by Chris Morran

Screen Shot 2016-02-17 at 11.32.26 AMDo you have a teen driver in your household and want to know every time they get a little overzealous with the accelerator? Or maybe you’re pretty sure your spouse’s frequent trips to “the office” are not so innocent? If so, then an upcoming update for Verizon’s “hum” in-car smart device might be just what you’re looking for.

The $15/month hum service was originally launched to collect vehicle diagnostics, connect users to roadside assistance, provide maintenance reminders. But this morning Verizon announced that it will be adding a slew of new features for the hum, including:

Boundary alerts: Lets you set up a boundary and receive alerts when your vehicle exits and enters the area. So if your kid promised he was just driving a mile away to Josh’s, you’ll know he’s lying when you get a message that your car crossed the boundary five miles away. Or maybe you and the spouse are enjoying some romantic private time because your teen is 20 miles away at some concert. That boundary alert telling you he’s on his way back home will give you time to clean up that mess you made in the kitchen trying to reenact that scene from 9-1/2 Weeks.

Speed alerts: While the hum doesn’t know the speed limit of every road your vehicles on, you will be able to set up maximum speed limits so that you get an alert — through the app, via email or text — whenever a driver crosses that threshold. So if your teen doesn’t need to drive on the interstate to get to school in the morning, there’s no reason for her to be driving 63 mph. This is also helpful in situations where you’ve handed over your vehicle for valet parking, so that things like this don’t happen:

Vehicle location: Even more precise than the geofencing of the boundary alerts, the hum will provide map-based tracking of your vehicle’s location, speed and travel direction.

Driving history: And just in case you missed all the alerts or your kid was savvy enough to change the account so that all the texts went to some other phone, the hum will provide “trip-based driving information to track driving efficiency, including duration, start and end times, idle times and max/avg. speeds.” It might not be enough to convict someone in court, but it could be enough to get them grounded or sleeping on the couch for a month.

“Family members now have the opportunity to remain connected to their teenage drivers, elderly parents and others on the road, putting them in the passenger seat, even if they’re miles away,” reads a statement from a Verizon executive. “Parents can now sleep well at night knowing their precious cargo is safe on the road.”

Or rather, parents can get mad as hell at night when they get a text alert that their 16-year-old just drove 90 mph to visit that college student they’re secretly dating 50 miles away.

Dollar Shave Club Files Countersuit Against Gillette In Patent Fight

by Mary Beth Quirk

dollarshaveclubTwo months after Gillette sued Dollar Shave Club, claiming the competitor had violated its intellectual property, the subscription razor service has filed a countersuit, saying it hasn’t infringed on any of its rival’s patents.

Gillette accused Dollar Shave Club of swiping a patent to reduce wear and tear on razor blades. But according to a counterclaim filed in U.S. District Court in Delaware, Dollar Shave Club denies doing any such thing, reports the Los Angeles Times.

“Dollar Shave Club does not infringe on any valid and enforceable claim of the Gillette patent,” the company said. “We will vigorously defend ourselves and our three million members against these meritless claims.

“We prefer to have the Dollar Shave Club experience speak for itself in the marketplace,” the company added, “and we are not intimidated by Gillette’s attempts to thwart competition with litigation.”

Procter & Gamble, which owns Gillette, says in a statement that the suit is meritless, and that it will protect its innovation “and the scientists behind it.”

“We invest heavily in innovation. In fact, that’s how Gillette started – through improving the shaving experience. And that’s why we’re so serious about defending our technology.”

Gillette is trying to elbow its way into an increasingly crowded online sales market for razors: while it has about a 60% chunk of the retail market right now, that market is shrinking, as lumbersexuals and their beards have become trendy. Gillette’s online subscription service (launched last in 2015, ostensibly in response to Dollar Shave Club’s existence) only makes up about a fifth of the online market.

How to Help Your Dog After Giving Birth

A pregnant dog’s instincts will help her respond and get through birthing puppies. The owner should be aware of how to help the dog to make sure that the mother dog and puppies are healthy and safe.

EditSteps

EditPreparing for the Birth

  1. Take your dog to the vet for a checkup. Schedule an appointment with the vet, so she can check on your pregnant dog. The vet will confirm the pregnancy and check for any complications.[1]
Help Your Dog After Giving Birth Step 1 Version 4.jpg
  2. Make a nesting area for your dog. Provide a nesting area at least a week before you think she is due to give birth. You want to give her the space she needs by putting her in her bed or in a box with towels or blankets for comfort.
Help Your Dog After Giving Birth Step 2 Version 4.jpg
    • Choose an area that is secluded, such as in a separate room, so that she can have privacy and quiet.
  3. Keep food and water in or near the nesting area. Make food and water available near your dog so she has easy access. This will also make it possible for her to not leave her puppies to eat and drink.
Help Your Dog After Giving Birth Step 3 Version 4.jpg
  4. Feed puppy food to your pregnant dog. The pregnant dog should eat a high quality puppy food that is high in protein and calcium. This will prepare her body to produce substantial amounts of milk.
Help Your Dog After Giving Birth Step 4 Version 4.jpg
    • Your dog will eat puppy food until the puppies are weaned.[2]

EditMonitoring Your Dog During and After the Birth

  1. Keep an eye on your dog while she is giving birth. If it doesn’t make her anxious to have your presence, watch your dog while she is laboring. You don’t need to hover. Expect her to be uncomfortable during contractions, just like a woman would be. This is part of the process.
Help Your Dog After Giving Birth Step 5 Version 4.jpg
    • In many cases, puppies are born in the middle of the night when you are sleeping. Make it a habit to check on your dog as soon as you wake up as she approaches her due date.
  2. Make sure the mother cleans her puppies right away. The mother dog should clean her puppies right after they are born. Give her a minute or two to take the sac off the puppy and start licking and cleaning the puppy. If your dog is taking longer than that, you can step in and get the sack off and vigorously rub the puppy to dry and stimulate breathing.[3]
Help Your Dog After Giving Birth Step 6 Version 4.jpg
    • If necessary, you can carefully tie off the umbilical cord about an inch from the puppy and cut it with clean scissors.
  3. Make sure the puppies are nursing. Puppies should start nursing within 1-3 hours after birth. You may need to place the puppy in front of a nipple and gently squeeze a little milk out for the puppy to get the idea.
Help Your Dog After Giving Birth Step 7 Version 4.jpg
    • If the puppy absolutely will not nurse, or your dog won’t let the puppy nurse, there may be something wrong with the puppy, like a cleft palate. Open the puppy’s mouth and look at the roof of the mouth. It should be a solid surface without any holes into the sinuses. Consult your veterinarian if there are any concerns.
    • You may need to tube feed or bottle feed the puppy with puppy formula if they are not able to nurse and are otherwise healthy.
  4. Count the puppies. After the puppies are born, count them so you know exactly how many there are. This will help you keep tabs on the pups.
Help Your Dog After Giving Birth Step 8 Version 4.jpg
  5. Don’t remove the placentas immediately. The mother dog may want to eat the placentas, which is not harmful. Don’t feel compelled to remove them immediately. If she does not eat them, dispose of them in the trash.
Help Your Dog After Giving Birth Step 9 Version 4.jpg
    • In some cases, eating the placentas may cause vomiting later.
    • Remember that every puppy will have its own placenta.
  6. Keep the birthing area warm. Puppies do not regulate their body temperature well and need to be kept warm. For the first few days after birth, keep one area of the whelping box around 85 degrees F. Then you can drop the temperature down to 75-80 degrees F.
Help Your Dog After Giving Birth Step 10 Version 4.jpg
    • Provide extra heat with the help of a heat lamp in one corner of the whelping box. If a puppy gets cold, it will not move much. Check to sure the birthing area is warm and the puppy is staying close to mom and the other puppies.
  7. Take the mother and puppies to the vet for checkups. Schedule a visit with your vet for checkups after the puppies are born. The vet will make sure that the mother is healing properly and that the puppies are growing.
Help Your Dog After Giving Birth Step 11 Version 3.jpg
  8. Keep other dogs away from the mother and puppies. If you own the father dog, ensure that he is in an area separated from the female dog and the puppies. Other dogs in the household should not be allowed to bother the momma dog and her puppies either. There is a risk of fighting between the adult dogs and possible risk to the puppies themselves. The female may get aggressive because she is protecting her puppies. This is normal and you shouldn't punish her for this instinct.
Help Your Dog After Giving Birth Step 12 Version 3.jpg
    • Protective aggression toward humans may occur as well, so prevent children from bothering the puppies too.
  9. Do not bathe your dog immediately after birth. Unless she is filthy, wait a few weeks to give her a bath with a mild oatmeal shampoo formulated for dogs. Make sure to rinse her well in order to avoid leaving a residue that the puppies would come in contact with while nursing.
Help Your Dog After Giving Birth Step 13 Version 3.jpg

EditCaring for the New Mother

  1. Feed puppy food to the mother dog. The lactating dog needs to eat a high quality puppy food that is high in protein and calcium. This will allow her to produce substantial amounts of milk. She should eat puppy food until the puppies are weaned.
Help Your Dog After Giving Birth Step 14 Version 3.jpg
    • Let her eat as much as she wants, which can often be four times her non-pregnant intake. You cannot overfeed her during this period, as making milk for puppies requires a lot of calories.
    • Be aware that the first 24-48 hours after giving birth, she is likely not going to eat much of anything at all.[4]
  2. Do not use calcium supplements to the mother’s food. Do not add more calcium to the mother dog’s diet without first talking to your veterinarian. Getting too much calcium can set her up for milk fever later on.[5]
Help Your Dog After Giving Birth Step 15 Version 3.jpg
    • Milk fever is caused by a significant drop in blood calcium levels and typically occurs 2-3 weeks into lactation. The dog’s muscles will start stiffening and the dog may develop tremors. This can lead to seizures because the calcium levels in the blood are too low.
    • If you suspect milk fever, seek immediate veterinary attention.
  3. Allow the new mom to set her schedule. During the first 2-4 weeks, the new mom will be very busy keeping track and taking care of the puppies. She won’t want to be too far from the puppies for very long. It will be important for her to have access to them to keep the puppies warm and fed and clean. Take her out for short bathroom breaks for only 5-10 minutes.
Help Your Dog After Giving Birth Step 16 Version 3.jpg
  4. Trim hair on dogs with long fur. If your dog has long fur, give her a “sanitary cut” around her tail and hind legs and her mammary glands to help keep these areas clean once the puppies are born.
Help Your Dog After Giving Birth Step 17 Version 3.jpg
    • A groomer or your veterinarian can do this procedure if you do not feel comfortable or do not have the equipment.
  5. Check the mammary glands of the lactating dog daily. Mammary gland infections (mastitis) do occur and can get very serious very quickly. If you see mammary glands that are very red (or purple), hard, hot or painful, there is a problem. In some cases, mastitis has the potential to kill the nursing mother dog.
Help Your Dog After Giving Birth Step 18 Version 3.jpg
    • If you suspect mastitis, take the dog immediately to your veterinarian. Even if you have to take her to an emergency veterinary hospital, it must happen immediately.[6], [7],[8]
  6. Expect to see vaginal discharge. It is normal for you to see vaginal discharge from the momma dog for a few weeks (up to 8 weeks) after birth. This discharge can look brownish red and look stringy. Occasionally a mild odor will be noticed.
Help Your Dog After Giving Birth Step 19 Version 3.jpg
    • If you see yellow, green or gray material, or notice a foul odor, take your dog to your veterinarian. She may have an infection in her uterus.[9]

EditCaring for the Newborn Puppies

  1. Monitor the nursing puppies. Make sure the puppies are nursing every few hours during the first few weeks. They should eat every 2-4 hours at minimum. Happy puppies are sleeping puppies; if they are crying a lot, they may not be getting enough nutrition. Check for fat little bellies and clean coats to signal that they are well cared for.
Help Your Dog After Giving Birth Step 20 Version 3.jpg
    • Try weighing the puppies on a digital scale to make sure that they are gaining weight every day. Puppies should double their weight in the first week.[10]
    • Do not disregard a puppy looking skinnier or less active than the other puppies. Take him to your veterinarian right away. He may require supplemental feeding or other help.
  2. Monitor the puppies for abnormalities. If after the first few days, you see the rest of the puppies growing and one that is still small and skinny, this may be a sign of insufficient feeding or another problem. Take the puppy to a vet right away for an exam immediately. Newborn puppies, like newborn humans, can get sick and dehydrated quickly.
Help Your Dog After Giving Birth Step 21 Version 3.jpg
  3. Keep the whelping box clean. As the puppies get older and more mobile, the confined area will get messier. Cleaning up after the puppies at least 2-3 times per day will be needed to keep the whelping box sanitary.
Help Your Dog After Giving Birth Step 22 Version 3.jpg
  4. Handle the puppies to socialize them. Puppies need healthy socialization to their new world, including introductions to people. Hold each puppy several times per day. Get the puppies accustomed to being touched everywhere on their bodies so that it will not seem strange when they are older.
Help Your Dog After Giving Birth Step 23 Version 3.jpg
  5. Wait until your puppies are 8 weeks old before giving them away. If you are selling or giving away the puppies, wait until they are 8 weeks old before handing them over to the new owners. In some states, like California, it is illegal to sell or give away puppies before 8 weeks of age.
Help Your Dog After Giving Birth Step 24 Version 3.jpg
    • Puppies should be fully weaned and eating dog food on their own before they leave for a new home.
    • Starting a deworming and vaccination program is often recommended before the pup leaves. Consult with your veterinarian and follow her recommendations.

Police: Woman Attacked Uber Car, Driver With Baseball Bat

by Ashlee Kieler
(Alan Rappa)

When you make a living driving people around, you’re likely to run into a bad customer or two, from a driver being attacked by a passenger to a rider commandeering and then crashing the ride-hailing vehicle. A Chicago Uber driver experienced a not-so-great night on the town last week, when someone attacked him and his vehicle.

ABC 11 reports that police arrested a 19-year-old woman after she allegedly hit an Uber driver and his car with a bat.

Police say the incident occurred when the Uber driver parked his car in an alley waiting for a fare to show up.

When a van driving through the same alley was unable to maneuver around the car, the occupants allegedly began arguing with the driver and spat inside the vehicle.

The woman then exited the van and allegedly struck the car’s passenger side mirror with a bat, police tell ABC 11.

The van then attempted to leave the scene, at which point the Uber driver tried to hold on to the vehicle. At that point, police claim the woman exited the van and hit the driver in the head with the bat before leaving the scene.

Authorities pulled over the van a short time later and the woman was arrested, charged with aggravated battery and criminal damage. The driver was hospitalized for head injuries, police say.

Overturned tractor-trailer leaves cattle walking Va. highway

by wtopstaff

WASHINGTON — The driver of a livestock trailer that overturned on Interstate 81 during Monday’s snowstorm has been charged with reckless driving.

Derek Crabtree, 22, of Dante, Virginia, was driving the tractor trailer loaded with 33 cattle when it ran off the side of the interstate and overturned in the median about 5:30 a.m. Efforts to round up six cows that escaped the damaged trailer and the investigation closed a stretch of the interstate for much of the day, according to Virginia State Police.

As of 4 p.m., state troopers were still trying round up the last of the stray cattle and northbound traffic was being diverted around the crash investigation, near Interstate 66 in Frederick County.

Six cows did not survive the crash and veterinarians were assessing others that were injured — a process that continued well into the afternoon, state police said.

Crabtree was treated for minor injuries at the scene.

Cameras show newly nesting National Arboretum bald eagles

by Jeff Clabaugh

WASHINGTON — A pair of bald eagles who are nesting at the U.S. National Arboretum in D.C., will be busy tending to their future family, after two eggs were laid over the weekend.

The American Eagle Foundation says the eagles, nicknamed “Mr. President” and “The First Lady,” have been nesting at the National Arboretum since October 2014. Last summer, the pair successfully raised one healthy eaglet.

Viewers from around the world have been watching their pair via two live-streaming high-definition video cameras. The eagles’ nest is atop a Tulip Poplar tree, surrounded by the Arboretum’s azalea collection.

“Live-streaming cameras that feature our nation’s symbol in our nation’s capital … you can’t get much more American than that,” American Eagle Foundation Founder and President Al Cerere said in a news release. “It’s a great addition to our Nest Cam Program and we hope it brings joy to a lot of people.”

“The First Lady” laid the first egg Feb. 10, and a second on Valentine’s Day. If all goes well, the eggs should hatch in mid-March.

The eagle-cam system at the National Arboretum is entirely solar powered by a system designed and built by students and staff from Alfred State College, School of Applied Technologies.

D.C. Fire hires private ambulance service

by Megan Cloherty

WASHINGTON — A spokesman for D.C. Fire and EMS says it will start using private ambulances next month.

The temporary contract begins in 30 days with American Medical Response.

Employment postings on AMR’s website show the emergency response organization is now hiring EMTs for “DC 911 EMS operations.”

The positions that pay $20.41 an hour are for employees responding to both emergency and nonemergency calls in the District.

The move to include a third party ambulance service to supplement D.C. resources is part of the reason outgoing medical director for D.C. Fire and EMS, Jullette Saussy, resigned. Saussy wanted to improve the District staff’s provision of medical care before adding staff and equipment.

Saussy resigned in recent weeks after seven months on the job.

Mayor Muriel Bowser has said she’s committed to reforming the department and improving patient outcomes.

AT&T Offers Switchers [Up To] $650, Two-For-One Phone Deal

by Laura Northrup

(Mike Mozart)
Now that mobile carriers have switched from subsidizing handsets to making us buy them our own darn selves, their inducement for customers to switch is now offering to pay off what you owe to our old carrier. That could be early termination fees, or your balance from buying a device on installments: doesn’t matter. T-Mobile started the trend, and now AT&T is increasing their incentive.

credits

As always, though, you have to pay attention to the fine print, and there’s a lot of it. Like Verizon, AT&T has increased their offer to “up to $650,” and that’s calculated based on how nice of a phone you have and how much you still owe on it.

“The value of your AT&T Promotion Visa Prepaid Card will be determined by the amount of the Early Termination Fee or device payment plan balance noted on your final bill,” AT&T explains, “minus the Buyback value of your trade-in, up to $650.” Let’s say that you still owe $400 on your phone, and AT&T determines the trade-in value on your phone to be $300. That means AT&T will issue you a bill credit or prepaid debit card of $100, which you can only use to make payments to AT&T.

Is that for you? Maybe, if you really dislike your carrier and live in an area with strong AT&T coverage. Engadget notes that you can combine this deal with a buy one, get one free deal on Samsung Galaxy devices. Both offers end on March 31.

Comcast Says That ‘Almost All’ Services Are Restored, Everyone Rejoice

by Laura Northrup

(Consumerist)
Great news out of Kabletown: Comcast says that the Xfinity outage that caused TV and Internet problems as well as severe annoyance nationwide is over, and “almost all services have already been restored.” Think of all the people who had today off work and school and who were forced to… well, a lot of them probably got online using their phones, or they found something else productive to do. Still.

What caused the outage? What can customers do? Comcast didn’t have a lot to say, probably because they were still busy answering phone calls and tweets, but their statement blames a “temporary network interruption” that took out service. While the DownDetector heat map remains moderately hot, most users are reporting that their services have been restored, if a bit slow.

Comcast’s official explanation was simply this:

We have repaired the temporary network interruption that impacted some of our services this morning. Our engineers continue to work on this issue and almost all services have already been restored. We apologize for any inconvenience this has caused our customers.

Are Airlines Deliberately Making It Too Difficult To File Complaints?

by Chris Morran

(Skip Nyegard)
When you ask someone “How was your flight?” you never expect to hear too many positive things. At best, you’ll get an “Oh, fine,” but often the question will spark a detailed list of everything that went wrong. And yet, only about one out of every 43,000 air travelers in the U.S. ever file a complaint with the Department of Transportation. And airlines aren’t exactly leaping at the chance to tell customers how to file this sort of complaint.

Since 2012, federal law has required airlines in the U.S. to post the phone number (202-366-2220) and the URL for the DOT’s Aviation Consumer Protection Division, along with the airline’s email address, phone number, and mailing address for filing complaints.

While this law is well-intentioned, it’s also incredibly vague — saying only that the airline must publish is somewhere on its “Internet Web site.”

We couldn’t find the information listed — let alone clearly linked — on any of the homepages for the country’s biggest airlines.

Subsequent searches for terms like “aviation consumer protection” turned up well-hidden pages like this one on JetBlue.com, buried deep in the Help section. Over at United.com, the DOT complaint info is not in the “Customer Commitment” section, or even in the contract of carriage, but on the not-at-all-common-sense location of the website’s “Terms, Conditions, and Legal Notices.”

Likewise, while Delta has a page for filing a “complaint/compliment,” that page does not link to the DOT complaint info. Instead, the only apparent place you’ll find the DOT contact info is hidden in the “Air Carrier Access Act” drop-down section of Delta’s “Travelers With Disabilities” page.

Congresswoman Janice Hahn recently told the L.A. Times that her staff did similar searches on airline websites and turned up equally bizarre results, like Spirit burying the DOT complaint info on page 48 of its contract of carriage, or American putting it under the heading of “Consumer Service Plan.”

“I searched for the hotline number myself on different airline websites and couldn’t find it anywhere,” Hahn told the Times. “If I can’t find it, I am assuming many other fliers can’t find it either, and the data demonstrates that.”

The lawmaker recently introduced an amendment to the current FAA funding bill that would tweak the existing law to add the requirement that the DOT information must be posted “in a prominent
place on the homepage” of the airline.

“Consumers should know that we have their backs,” said Rep. Hahn in a statement. “We already have a system in place, let’s just enforce it.”

The amendment made it through the House Transportation and Infrastructure Committee last week. So now it’s a game of wait-and-see to find out if airline-backed lawmakers try to rip out this minor but decidedly pro-consumer requirement.

Grated Cheese Cops Want To Protect Us All From Wood-Laden Parmesan

by Laura Northrup

(quinn.anya)
As people who enjoy being alive and healthy, perhaps we should be glad that the Food and Drug Administration, regulators of our country’s pantries and medicine cabinets, prioritizes risks to our health over things that may be inaccurate or misleading but that ultimately don’t harm us. Unfortunately, that means that we’ve all been eating a lot of wood-infused grated cheese on our favorite Italian foods.

The wheels of cheese justice turn very slowly. This month, though, the president of a Pennsylvania company that made hard grated cheeses will plead guilty and face her punishment, which could be as great as a year in prison and a $100,000 fine.

Her company is accused of selling imitation grated cheese as real, and of passing off cheaper cheeses like cheddar and Swiss as the more expensive Parmesan and Romano.

“Specifically, your product labels declare that the products are parmesan cheese or romano cheese, but they are in fact a mixture of trimmings of various cheeses and other ingredients,” the Food and Drug Administration told the company in a 2013 warning letter. “In addition, your parmesan cheese products do not contain any parmesan cheese.”

Cellulose powder is a common additive to grated hard cheeses, for example: our colleagues down the hall at Consumer Reports noted its presence in Kraft products marketed as “natural cheese.” The amount found in grated cheeses varies: about 2-4% is a decent amount to prevent cheese from caking, but tests by Bloomberg Business turned up grated cheeses that were as much as 8.8% cellulose.

One crusading cheesemaker says that he has found cans of the grated stuff on the market that only contain about 40% cheese at all. The FDA claims that the parmesan without parmesan from Castle Foods was sold at Target and Walmart stores, but Target denies that the troubled former cheese-maker was ever a vendor of theirs.

6 Walmart Trucks Shot At On Oklahoma Highway Since Sunday

by Chris Morran

(Will)
A number of Walmart trucks have arrived at their destination this week, only to find out that they had been used as target practice while driving along a stretch of highway in Oklahoma.

Multiple news reports out of the area state that six Walmart trucks, along with two other vehicles, were shot at while driving along a six-mile stretch of U.S. 75 just north of Tulsa.

The shootings apparently occurred over the span of two days, with three trucks hit Sunday night and three others shot at late Monday, early Tuesday morning.

Thankfully, no one was injured. In fact, some of the damage was not even noticed until after the trucks had arrived at the distribution centers.

The Tulsa County Sheriff’s Department is investigating.

Keep Your Dark-Colored Clothes Looking Fresh And New For Longer

by Laura Northrup

(Coyoty)
Black clothes are a core part of most of our wardrobes, but they’re hard to keep looking fresh and new. What should we do: use detergents specifically marketed for dark clothing? Adjust our washing machine settings? There are steps that you can take to reduce the damage that washing does to your dark-colored clothes, which includes deep colors fading, running, or other disasters. How can you keep clothes looking new the longest?

Choosing a single magic dark-colors detergent isn’t necessarily the answer. You also need to remember some laundry basics, such as:

  • Maybe it doesn’t need to be washed. If you wore something for just a few hours and spilled sauce on it, you don’t necessarily need to put it through a whole laundry cycle. Consider blotting out stains and then simply letting the item air out.
  • Sort your laundry by color and weight. This is an especially annoying step if you use coin-operated laundry facility in an apartment building or laundromat, but washing delicate and heavy items together means heavy items that aren’t so clean and delicate items that may be damaged.
  • Turn things inside out. To prevent fading on the outside of garments, wash and dry them inside out.
  • Don’t use too much detergent. This is a useful way to save money on detergent, too. Too much detergent will leave streaks and residue, especially if you wash dark colors in cold water as you’re supposed to.

Our Growing E-Commerce Addiction Means Mountains Of Cardboard

by Laura Northrup

(Alan Rappa)
It’s a great accomplishment of modern logistics and technology that we’re able to order a case of toilet paper once have new ones magically re-appear on our doorsteps every few months, but the amazing convenience of shopping online has a cost in addition to credit card bills. Shopping online means cardboard boxes, plastic wrap, and other protective packaging is used once and then thrown away, and delivery trucks visit individual houses instead of malls.

The New York Times recently looked at this problem, specifically the same-day delivery options like Postmates, Amazon Prime Now, UberRush and Google Express. It’s one thing when your delivery of toilet paper is part of a UPS route, and another when someone has been dispatched from the Amazon warehouse specifically to bring you that case of toilet paper.

How much fuel does that use, and how much extra pollution does it create? It’s hard to say exactly whether shoppers going to the mall or delivery drivers going to their customers pollute more, but one study in Delaware showed that the growth of online shopping meant more trucks circulating in the area, and more pollution.

Deliveries on foot or on bicycle work in some very dense urban areas, but that doesn’t solve the problem of packaging. Amazon has made progress in the last decade, since we “Stupid Shipping Gang” posts–the Times says that the retailer has taken advice that came in from their shipping feedback form seriously.

Recycling all of that cardboard makes us feel better, but a truck still has to pick up the cardboard and take it to the recycling plant.

Retailers Have Chip-Enabled Card Readers, Aren’t Actually Turning Them On

by Laura Northrup

(Ciaran McGuiggan)
If you’ve received a shiny new chip-enabled card from your bank or credit card company in recent months, then you’ve probably been through this at least once. You see that a store has the slot for your card, so you assume that the store actually accepts them. Silly shopper! The terminal tells you to swipe the magnetic stripe instead.

According to the CEO of Visa during a recent earnings call, only about 17% of the company’s transactions use the more secure system. The terminals themselves are out there but not activated at some retailers, and others haven’t installed them at all. Why is that?

The liability shift, when credit card fraud became the responsibility of retailers instead of banks if they didn’t have their chip card systems running, already happened on October 1, 2015. If a customer’s bank hasn’t issued them a chip card yet, then the bank is liable for the cost of any fraud that happens. Yet shoppers who have the cards don’t have many places to use them.

While it’s good that customers using the new cards didn’t slow down holiday season checkouts, as some experts anticipated, experts and law enforcement would rather see the more secure cards used more often.

Security reporter Brian Krebs, the person who usually breaks any stories about large credit card breaches, ATM skimmers, and other terrifying bits of mundane cybercrime, wondered about this, since it’s now four and a half months past the liability shift deadline, and local merchants were still asking him to swipe payment cards. Even on payment terminals that had chip readers.

Lots of smaller businesses don’t even have terminals installed to accept chip card payments, though. Why wouldn’t they want to? Payments consultant Allen Weinberg speculates that it’s because small, local businesses:

  • don’t think they’re at significant risk of fraud
  • weren’t aware that the shift to chip cards was coming, or simply weren’t ready to upgrade their equipment
  • don’t want to be the ones responsible for teaching everyone in their community how to use the new cards, or don’t want to force their front-line staff to.

Those are all plausible enough reasons. Yet Weinberg pointed out to Krebs that for most merchants, it will take only one really bad instance of fraud or malicious chargeback for them to “get religion,” as he says, and upgrade their terminals. Then we’ll all be able to use our cards with computer chips in them and join the rest of the world in the 21st century.

How to Take Care of an Overheated Guinea Pig

Guinea pigs are adorable little animals that make great pets. They can overheat easily, though,[1] and become very sick. An overheated guinea pig needs to be treated by a veterinarian right away, so it will be important for you to recognize when your guinea pig is too hot and get him the care he needs as soon as possible.

EditSteps

EditGiving Your Overheated Guinea Pig First Aid

  1. Recognize the signs of heatstroke. Your guinea pig’s small size increases his risk of heatstroke. When the outside temperature reaches at least 82 degrees Fahrenheit (28 degrees Celsius) and the humidity is high, he may be at even higher risk of overheating.[2] Knowing what your guinea pig will look like when he is overheating will help you jump into action and get him the care he needs.
    • Guinea pigs suffering from heatstroke will have trouble breathing, have a bright red tongue, and start slobbering (‘wet chin’). They will also become very weak, look depressed, and maybe even start convulsing.[3]
    • An overheated guinea pig can die if not treated quickly, so you need to be quick with noticing when he needs to cool down.[4]
  2. Call your veterinarian. Your veterinarian should know when your guinea pig is overheating.[5] When you call, give the veterinary team as much information as you can about your guinea pig, such as how long he was outside, when you noticed he was overheating, and how he looks now. Calling your veterinarian will also let him or her know that you will be coming in with an emergency case.
  3. Remove your guinea pig from the hot area. Take your guinea pig to a cool part of your house and start giving him first aid.[6] Guinea pigs are not able to cool off by sweating or panting,[7] so your guinea pig will not be able to cool off on his own.
  4. Cool down your guinea pig. You may be scared at how sick your guinea pig looks, but he will need you to stay calm and act quickly to help him feel better. Get a bowl and fill it with about an inch and a half (four centimeters) of lukewarm water. Place your guinea pig’s feet in the water for about 10 minutes, letting him stand if he is strong enough to do so.[8]
    • Continue to hold him if he is not able to stand on his own.
    • If you do not have a bowl nearby, put the same amount of water in a sink and place your guinea pig's feet in the sink.[9]
    • It is very important that the water is lukewarm. Cold water could cool your guinea pig down too rapidly and cause him to go into shock.[10]
    • Slowly dampen the rest of your guinea pig’s body (e.g., ears, abdomen) with the water.[11] Do not submerse him completely in the water—this could also cause him to go into shock.[12]
  5. Do not give fluids to your guinea pig. Heatstroke plus dehydration equals a very sick guinea pig and trying to rehydrate him on your own could make him even sicker.[13] For example, if he is having trouble breathing, he could accidentally inhale the liquid into his lungs. However, if the guinea pig is conscious offer him water to drink.
    • Leave the task of rehydrating your guinea pig to your veterinarian.
  6. Take your guinea pig to your veterinarian. Your guinea pig will be very sick from overheating, so he will need treatment from your veterinarian as soon as possible. To keep him cool on your way to the veterinarian’s office, place him on a cool, damp towel.[14]
Take Care of an Overheated Guinea Pig Step 2.jpg
    • Dampen the towel with the same lukewarm water from the bowl or sink. You can also wrap your guinea pig in the towel.[15]
    • Turn on the air conditioning (AC) in your car. You could roll down the windows if the AC isn’t working, but this may not let in enough cool to air to keep your guinea pig cooled down.[16]
    • Your veterinarian will continue to give your guinea pig first aid by keeping him cool and rehydrating him with intravenous fluids. Your veterinarian will also give your guinea pig extra oxygen if he is having trouble breathing.[17]
    • Your veterinarian will monitor your guinea pig intensively for signs of organ damage or failure due to heatstroke. This would involve taking blood samples.[18]
    • Your guinea pig will recover in a cool, quiet, and dark area of your veterinarian’s office. Put him in the same type of area when you bring him home.[19]

EditPreventing Your Guinea Pig From Overheating

  1. Give your guinea pig plenty of water. Your guinea pig needs water regardless of the temperature outside, but it will be even more important to keep him well hydrated in the spring and summer. Fill his water bottle with fresh, cool water. If you are not home during the day, use a large water bottle that will not run too low when you are away.[20]
    • Consider placing the water bottle on the outside of his cage, leaving only the tip of the water bottle’s snout inside the cage. This would keep your guinea pig from chewing on and possibly damaging the sipper tube.[21]
    • Refill the water bottle whenever the water level gets low.
    • When you have your guinea pig outside, place the water bottle in the shaded part of his run or cage. The area of shade will change according to the position of the sun, so you will need to move the water bottle periodically.[22]
  2. Turn up the AC. When it gets hot outside, it is best to keep your guinea pig inside. The ideal temperature for your guinea pig is 64 to 68 degrees Fahrenheit (18 to 20 degrees Celsius).[23] Depending on the temperature inside your house, you may have to crank up your AC to keep your guinea pig cool and comfortable.
    • If you are using a portable air conditioner, make sure the air is not blowing directly into your guinea pig’s cage. The direct airflow could lead to an upper respiratory infection.[24] If you turned down the thermostat, make sure his cage is not in the direct path of the room’s vents.
    • Fans are not recommended for keeping your guinea pig cool, since they tend to just push hot air around.[25]
    • Fans are good for evaporating sweat. However, since guinea pigs do not sweat, fans are not that useful.[26]
  3. Keep your guinea pig cool when he is outside. Having outside time is important for guinea pigs. You will need to take special precautions when you take him outside in the spring and summer. For example, take him outside when it is a little cooler—early in the mornings or late in the evening.[27]
    • If you have your guinea pig in a cage outside, cover his cage with cool, damp towels to create a cool, shaded area for him.[28] Reposition the towels depending on the angle of the sun.
    • Place ice packs or frozen water bottles in your guinea pig’s run or cage. He can lie up against them to cool himself off. Wrap them in towels first so he does not get too cold or damage the skin on his paw pads.[29]
    • Put a ceramic tile or brick in his run or cage (whichever is most convenient for you to obtain). They repel heat and give your guinea pig something cool on which to lie.[30]
    • You can also fill a large bowl with ice cubes, cover it, and place it in his run or cage. He can lie against this to keep him cool. Covering it will keep him from falling in.[31]
    • Consider spritzing your guinea pig occasionally with cool (not cold) water.[32]
    • Check on your guinea pig at least every 20 minutes when he is outside.[33]
  4. Groom your guinea pig. Taking care of your guinea pig’s coat can help keep him cool in the spring and summer. For example, combing and brushing his coat can remove excess fur and matts that could trap heat and cause your guinea pig to overheat.[34] Combs and brushes suitable for guinea pigs are available at your local pet store.
    • Use a soft-bristled brush and brush in the direction of the fur, making sure not to pull the fur.[35]
    • For the matts, you can try to comb them out or cut them out with a pair of small scissors. Have another person wrap the guinea pig in a towel and hold him if you want to use scissors. If the matts are large, try to comb them out over several grooming sessions.[36]
    • Groom your guinea pig every day,[37] especially if he has long hair.
    • Take your guinea pig to a groomer if you are not comfortable grooming your guinea pig yourself.

EditTips

  • Poor ventilation and overcrowding can also cause your guinea pig to overheat.[38]
  • If your guinea pig’s heatstroke is moderate (your veterinarian will make this determination), then he should have a good recovery.[39]
  • It may seem like a good idea to give your guinea pig frozen food in the summer. However, frozen food could upset his digestive system and give him diarrhea. It is better to keep his food at room temperature.[40]
  • In your guinea pig’s run, wooden houses or cardboard boxes can give your guinea pig a chance to get out of the sun and cool off. Plastic houses are not good because they can trap heat.[41]
  • Do not worry if you cannot completely manage your guinea pig’s heatstroke on your own. Focus on doing what you can to keep him cool until you can get him to your veterinarian.

EditWarnings

  • The onset of heatstroke can be very quick. Take your guinea pig veterinarian as soon as you can.
  • Serious heatstroke can lead to organ damage and failure, which could put your guinea pig’s life at risk. If your guinea pig survives a bout of serious heatstroke, he will probably need ongoing veterinary care to treat the organ damage.[42]
  • Cooling off an overheated guinea pig too quickly or submersing him in water can cause him to go into shock.[43]
