Non-smoking woman forced to pay £650 fine for dropping cigarette in town she’d never been to

Emma Caresimo, 40, was surprised when a bailiff came to her home in Magor, Wales and put a clamp on her car. When she asked why, he told her she'd failed to pay a fine for dropping a cigarette butt in Wigan, 175 miles away.

"I said 'I have never been to Wigan and I don't smoke' but he wasn't having any of it," she told the BBC. "He didn't believe me and said he'd heard it all before. He said he would take the clamp off only if I paid the outstanding fines of £650."

The woman called the police. When the police arrived, they told Caresimo that the bailiff was following the law. Caresimo ended up giving the bailiff £650 (US$940) to remove the clamp.

It turns out the fine was originally given to an Emma Smith from Liverpool. Smith was Caresimo's maiden name.

A spokeswoman for Her Majesty's Courts and Tribunals Service issued the following heartfelt apology:

"As a result of human error HMCTS wrongly took enforcement action against an individual with the same name and date of birth as an offender. We are deeply sorry for any distress caused by this regrettable incident and have arranged for the money to be refunded. We have taken steps to avoid this happening in future."

Alphabet reportedly trying to sell its robotics company Boston Dynamics

The robots of Boston Dynamics may be huge stars on YouTube, but that apparently is not enough for its current parent company Alphabet, which also owns Google. A new report says that Boston Dynamics is now up for sale.

Google acquired the company in December 2013, but even before then Boston Dynamics' robot creations like Big Dog, PETMAN and Wildcat had become Internet sensations thanks to videos showing off their movements that looked very much like how real animals moved. However, it looks like getting lots of views online won't cut it. According to Bloomberg:

Executives at Google parent Alphabet Inc., absorbed with making sure all the various companies under its corporate umbrella have plans to generate real revenue, concluded that Boston Dynamics isn't likely to produce a marketable product in the next few years and have put the unit up for sale, according to two people familiar with the company's plans.

The article also cites reported issues between the executives at Boston Dynamics in working with Google's robot efforts, which are under the name Replicant. It adds that possible buyers include Toyota and Amazon.

Android’s app switcher no longer shows individual Chrome tabs by default

Google has made a small but significant change to Chrome that alters how individual tabs appear on Android. By default, individual tabs will no longer live alongside apps in Android's app switcher; instead, they'll exist entirely inside the Chrome app, as they did before Google broke them out with Lollipop in 2014. Android Central noticed the change, and we've also seen this behavior on new and reset phones.

First look at Sony's new PlayStation VR headset

Sony just took the wraps off of the final consumer version of its PlayStation VR headset at its event at GDC 2016. The final version looks very similar to the headset Sony first showed off way back in 2014, but it has a slightly different lighting pattern on the outside. Sony says the specs and overall design is the same as the recent prototypes it has demoed. The unit has a 5.7-inch OLED display with 1920 x 1080 resolution split across both eyes, and nine LEDs that let the PlayStation camera provide positional tracking.

Sony says the PlayStation VR will be available across the world in October for $399, which is $200 less than the Oculus Rift and $400 below HTC's Vive.

Fossil adds two new watches to its Android Wear lineup

Fossil is expanding its Android Wear smartwatch lineup today with two new models: the Q Wander and Q Marshal. The new watches follow the Q Founder that was released late last year and offer alternative designs to the Founder's heavy metal frame. They will be available later this year, starting at $275.

Both new watches are smaller than the Q Founder, with the Wander featuring a 44mm case and the Marshal offering a 46mm case. The Wander has a more feminine design, with a gold finish and softer lines, and interchangeable leather straps. Fossil describes the Q Marshal as having a "rugged case," with a navy blue finish and "vintage-inspired" leather straps.

Google Maps will soon make it easier to hail a cab

Google is giving you more ways to get around with the integration of ride-hailing services to Google Maps in countries across the world. Now, when you ask for directions, Maps can give you fare estimates and pickup times if a car from one of the new partner services is near you. Google has added support for Hailo in the UK and Spain, 99Taxis in Brazil, Ola Cabs in India, myTaxi in Germany and Spain, and Gett in the UK.

In order to take advantage of this new integration, you'll need to install the app from one of these services. From Google:

Select a service, and we'll take you directly to their app for you to book your ride with one tap. When it makes sense, we'll also show ride service availability when viewing the map in walking and transit directions, and multiple ride services options for each provider—where they exist. For example, if you're using Uber, starting today, we'll now show uberX, uberXL and UberBLACK for an easy and quick comparison.

To start, Google will only be offering integration with these services in the UK, Spain, Germany, India, and Brazil. This feature will begin rolling out in the next few days on Android, and will arrive on iOS shortly as well.

When it’s far too difficult to deny yourself that cigarette, eating that donut, or splurging on a new coat, tell yourself to instead wait just 10 minutes before you give in. This “mini” delay in gratification will help you build more self-control over time.

I’ve read a lot of self-help advice on boosting your self-control, but this one from Kelly McGonigal’s The Willpower Instinct can be particularly powerful and put to immediate practice. She calls it the 10-minute delay rule. Any time you have the urge to do something you know is counterproductive to your goals (but you just can’t help it!), delay your gratification by just 10 minutes.

During what may be the longest 10 minutes of your life, you can distance yourself from your object of desire or keep yourself distracted by chatting with someone. Knowing you have to wait just 10 minutes rather than outright telling yourself “no” also reduces the anxiety you cope with. If you find that the urge is still there after 10 minutes, go for it.

Ten minutes doesn’t seem like a lot of time, but with more practice, 10 minutes can turn into 20, 30, or 60 minutes, and soon you might be able to put off gratification for as long as you want. According to McGonigal, with this strategy the brain treats this like a “future reward” and takes away the overwhelming need for immediate gratification.

So, by the simply telling yourself “wait 10 minutes”, you are training your brain bit-by-bit to delay gratification and help you reach the goals that truly matter to you.

If you're not using Google Opinion Rewards, you're Androiding wrong

It's free money. No one hates free money.

I've used Google Opinion Rewards since it first came to the UK, but my appreciation for the service has grown exponentially in recent months, as has the number of surveys to fill out. It's now at a point where I'm comfortable in saying it's one the very first apps I'd recommend a new Android user downloads.

If you can get it, there's absolutely zero reason not to.

Google Opinion Rewards is basically a market research tool that Google will pay you to use. In exchange for answers to the surveys it provides, Google will give you varying amounts of credit to spend in the Play Store on any content available within. Surveys in Opinion Rewards are typically created by outside researchers for academic and commercial use, and unless otherwise stated up front your answers are anonymously aggregated and passed on to the researchers.

Most surveys are fairly brief, and by answering a few quick questions every so often you can quickly build up a sizeable credit.

Of course, the frequency of surveys and how much they pay out will vary depending on location, but at least where I am they've been coming thick and fast of late. At least one or two a day it seems come through asking for basic information on shopping habits based on my location history (which I'm OK with sharing.) My current balance stands at over £9, which is great, because I didn't really do anything. It's free money which I get to spend on content to enjoy with my son.

So, if you're new to Android, or just haven't come across this app yet, do yourself a favor and download it. You can't say no to free, really.

It's a massive show of faith in the network's current lineup, one that's unprecedented in the world of broadcast television.

Movie studios might let people rent films still in theaters for $50

Android N is now available as a Developer Preview

There's no waiting for Google I/O this year, the Android N Developer Preview is available right now.

Google's Developer Preview program has been a great way to get the important parts of the next version of Android out into the world early, so developers can prepare their apps for whatever Android does next. In the past, this new version of Android is announced — and early code released — at Google I/O alongside some sessions that make it easier for developers to hit the ground running. This year Google has decided to release the next Developer Preview before I/O, so developers are able to get familiar with the system before the conference.

You know what that means. Android N is here in Developer Preview form. It's time to flash partially broken images to Nexus phones and tablets to see what we can expect when it is officially available to everyone.

There are a handful of interesting visual changes in this Developer Preview, but it's important to remember that nothing is ever set in stone with these images. Google has added and removed features during this Developer Preview period in the past, and there's no reason to think they won't do so again. That having been said, it looks like a big focus in Android N is going to be further tweaking the notification system in Android. Bundled notifications will stop any one app from filling your tray with icons, and the tray itself has been adjusted so quick settings are available on the first swipe down instead of the second. This means faster access to things like Wifi and Do not disturb toggles, and a cleaner overall interface.

Anyone who was paying attention to the folks poking around the in Marshmallow Developer Preview last year shouldn't be surprised to see one of the big features Google is rolling out in N will be multi-window support. Developers will have tools available to support this feature in their apps, and in doing so make it so you can run two apps side by side. The notes for this Developer Preview also mention a Picture-in-Picture mode where apps can live in smaller floating boxes, which also requires individual developer support in order to function.

Visual changes are fun, but it looks like Google's pushing forward with improvements to performance and power management as well. Project Svelte enhancements ensure more low-end phones can update to Android N with no problem, and it looks like Doze is going to work a little differently throughout this new version of Android. Where currently Doze drops the phone into a low power mode when the phone is not connected to power and entirely stationary, it looks like some of the Doze features will now work when the display is off anywhere. This increases the control Google has on how certain apps behave in your pocket, which means better battery life overall for just about everything.

Eager to get your hands on Android N? You can find the Developer Preview images on Google's Developer site as usual, there is also an Over-The-Air update mechanism that you can sign up for, which will install the Developer Preview without having to jump through any hoops. If you're not sure you want to jump into this with your existing hardware, Google is offering a $150 discount on the Pixel C to anyone looking to jump onboard and help test. Google is clear in pointing out that these images are far from ready for use on daily driver machines, and should only be installed on developer equipment for now. Judging from our experiences with early versions of the Marshmallow Developer Preview, you probably don't want to put this on a phone you're actually relying on for important things. This Developer Preview is expected to have five updates before the final release to AOSP in Q3 this year, which means monthly updates will be happening while the software is being tested.

Flickr takes a big step backwards by making its photo upload tool a paid feature

Less than a year after it introduced the ability to automatically upload photos from your hard drive, Flickr is removing the feature from free accounts. Flickr users will now need to pay a monthly subscription fee to Flickr Pro to use the Flickr Uploadr desktop tool, a move that effectively marks the death of Yahoo's service as a competitor to Google Photos.

Flickr overhauled its product last May, releasing updated Flickr 4.0 apps and introducing a helpful Camera Roll tool that organized photos in reverse chronological order, but it was Uploadr that made Yahoo's photo-hosting service a particularly enticing prospect in a sea of competitors. UN announces real-time flight tracking rules on anniversary of MH370 disappearance

The UN's aviation agency has announced new regulations that will allow for airplanes to be tracked in real-time, two years after the disappearance of Malaysia Airlines Flight MH370. The International Civil Aviation Organization's (ICAO) governing council adopted the measures on Tuesday, with ICAO council president Olumuyiwa Benard Aliu saying they will help "ensure that similar disappearances never occur again."

MH370 vanished from radar shortly after taking off from Kuala Lumpur on March 8th, 2014. The Beijing-bound plane had 239 passengers and crew members on board. A piece of wreckage from the aircraft was found off the coast of Réunion last year, and Malaysian authorities released a progress report on their investigation yesterday,...
